Forced karaoke hostesses to borrow money at large-scale interest rates
To work for Quan and Tien, the flight attendants had to borrow money at an interest rate of 180%/year. From the beginning of 2022 until the time of their arrest, Quan and Tien had lent nearly 7 billion VND to 27 flight attendants and illegally profited nearly 1 billion VND.
On the afternoon of November 11, the Criminal Police Department of Tay Ninh Province Police announced that it had just dismantled a large-scale illegal credit ring led by Vo Minh Quan (born 1986), residing in Ward 4, Tay Ninh City, to expand the investigation into the acts of loan sharking and property extortion.
Previously, at 12 noon on November 9, the Criminal Police Department of Tay Ninh Province Police presided over and coordinated with Tay Ninh City Police to catch Quan and Pham Ngoc Thuy Tien (born 1991), residing in Hiep Hoa Quarter, Hiep Tan Ward, Hoa Thanh Town, red-handed in the act of loan sharking. The police seized evidence, including: 101,000,000 VND, 5 notebooks, 23 notebooks, 126 sheets of paper, 4 mobile phones...

At the police station, the subjects initially confessed that through social relationships, Quan and Tien lured and enticed citizens to work as waitresses in karaoke bars under the management of this couple. Both of them asked them to stay at their family's monthly rental house and assigned other subjects to directly guard and pick up the female employees to karaoke bars in Tay Ninh City to work.
To work for Quan and Tien, the female flight attendants had to borrow money at an interest rate of 180%/year. From the beginning of 2022 until the time of their arrest, Quan and Tien had lent nearly 7 billion VND to 27 flight attendants and illegally profited nearly 1 billion VND. To bind the flight attendants and increase their illegal profits, Quan and Tien tried every way to extort property, such as: fining them for waking up late, changing clothes slowly to meet customers... For each violation, the female flight attendants will be fined from 1,500,000 VND or more.
Quan and Tien also repeatedly bought clothes, jewelry, motorbikes, and mobile phones for the female attendants to use. Then, they recorded debts with interest; forced the victims to buy food, drinks, and personal items at very high prices to record more debts. Many female karaoke attendants refused to submit to Quan and Tien's management, resulting in being beaten or forced to contact their families to transfer money to ransom them.
Currently, the Criminal Police Department, Tay Ninh Province Police are temporarily detaining Quan. As for Tien, the investigation agency has granted bail to her family because she has a small child.
