Resolutely fight against the disease of "living off the past" among "public servants" to increase the effectiveness and efficiency of state management, contributing to ensuring people's rights.

That is the wish of many National Assembly deputies (NA deputies) before the socio-economic development solutions proposed by the Government at the discussion session on the socio-economic situation that took place all day yesterday (November 2).

According to the National Assembly deputies, there are currently three problems that are major obstacles to the overall development of the country, which are the organization of the apparatus, resource management and budget revenue and expenditure management. Deputy Nguyen Tan Tuan (Khanh Hoa) pointed out "limitations that have existed for many years but have not been overcome": the organizational structure is still cumbersome, functions and tasks are not specific, administrative reform in some areas is slow, procedures still cause trouble for businesses and people, but the inspection, examination and supervision are not very effective, in some places the post-inspection and supervision are still open, discipline and discipline are still loose.

Delegate Truong Minh Hoang (Ca Mau) also realized that one of the reasons for the shortcomings in implementing solutions to promote restructuring to improve capacity, productivity, efficiency, and competitiveness is that "we still have many cadres who lack capacity and quality, and the core is that we have not yet identified the person responsible".

This is a worrying issue because it is also the cause of complicated complaints and denunciations, hindering the development of the economy and the stability of society. Therefore, the National Assembly deputies recommended that the Government have more specific and immediate solutions to promptly overcome weaknesses, especially the issue of organizing personnel work and personal responsibility in performing public duties.

To do so, "it is necessary to focus on training, fostering, and arranging cadres and civil servants in sensitive sectors and fields with high risk of corruption, and having direct relations with citizens, organizations, and individuals" - Deputy Nguyen Tan Tuan stated.

Also emphasizing the cadre factor in the process of implementing socio-economic development plans, Deputy Do Van Duong (HCMC) proposed to resolutely fight against the disease of "eating for a living, staying for a while", even if there is still a day left to work as a civil servant, one must be dedicated to the job. This Deputy suggested that the National Assembly "in 2016 issue the Law on Public Service to clearly define job titles and positions to combat and eliminate parasitic cadres, only then can the payroll be streamlined. It must be through a mechanism of solutions, forcing the payroll to be streamlined, not only to streamline the state apparatus but also other public organizations. Minimize the number of titles, including steering committees, to avoid increasing one place and then expanding another".

Bringing technology to agriculture

This continues to be the recommendation of many National Assembly deputies as a "golden" solution for implementing the "three agriculture" policy because currently nearly 70% of the population lives in rural areas and works in agriculture, but the story of "good harvest, low price, good price, bad harvest" still persists, causing farmers' lives to be little improved in a real way.

Sharing the same concern for farmers’ lives, Deputy Tran Van Minh (Quang Ninh) said that to overcome the shortcomings in agricultural and rural development, it is necessary to promote the development of science and technology to invest in agricultural restructuring. The contribution rate of new science and technology at 30% to the GDP of the agricultural sector is “still low compared to other countries in the world (average is 80%)” making agricultural products uncompetitive and limiting their value.

According to the National Assembly Delegate, the solution that should be studied and implemented is that each province needs to have a specialized high-tech production area, creating conditions for scientific and industrial organizations and enterprises to enjoy maximum incentives and support when investing in research and development. "The State needs to have special material and spiritual policies so that researchers who transfer technology can benefit through their research; highly focus on researching Vietnam's advantageous products" - Delegate Tran Van Minh gave his opinion.
