The story not only stirred up in 2013 but also lasted through 2014 when the female deputy head of the department continuously denounced some of her superiors for corruption.

According to the report of Ward 1 Police, Tra Vinh City, at about 10:10 p.m. on January 7, 2013, THL drove a Honda SH straight into the Provincial People's Committee headquarters. She did not comply with the police force's request to stop the vehicle, then used a brick to smash the window of the blue-plate car 84E-0727, which was the official vehicle of Mr. Tran Khieu - Chairman of the Provincial People's Committee.

When the police force came to stop the vandalism, Ms. L used a brick to fight back, injuring one soldier. Then, Ms. L went to Mr. Khieu's office on the first floor and used a brick to smash the door. When the police force intervened, Ms. L loudly threatened, cursed, and insulted with vulgar words.

It was not until 11:15 p.m. that she left, but she did not comply with the request of Ward 1 Police to return to work at the headquarters. On January 8, Ward 1 Police sent out summons twice to Ms. L to work, but she still did not comply and did not inform the reason for her absence.

After the incident, on February 22, the Party Committee of the Business Bloc of Tra Vinh province decided to expel Ms. L from the Party for the above violations. In addition, the Party Committee of the Bloc also requested the agency where Ms. L worked to force her to quit her job.

Ms. THL said she bought this land for more than 8 billion VND, and built a house in front for more than 2 billion VND. In addition, she built rooms to open a restaurant, the total value of the entire project is about 15 billion VND.

Mr. Tran Khieu said that in addition to the pub under construction, he and Mrs. THL also own a restaurant in Duyen Hai district (Tra Vinh) and a company specializing in property auctions. According to Mr. Khieu, these properties are in Mrs. THL’s name but also belong to him, because he is the person behind them.

Mr. Tran Tri Dung - Secretary of Tra Vinh Provincial Party Committee said that Mr. Tran Khieu has moved his Party activities to his place of residence and is no longer participating in Party activities at his old agency.
