Former Director of the Department of Education and Training of Quang Ninh and his subordinates received tens of billions of dong in 'commissions'
The former Director of the Department of Education and Training of Quang Ninh province and his subordinates were prosecuted by the Ministry of Public Security's Investigation Police Agency for receiving tens of billions of VND while helping a business win a bid with inflated equipment prices.
On February 24, the Ministry of Public Security's Investigation Police Agency announced that it had issued a conclusion on the case of price inflation of educational equipment in Quang Ninh.
Accordingly, defendant Vu Lien Oanh, former Director of the Department of Education and Training of Quang Ninh province, is considered one of the ringleaders in the case and was proposed to be prosecuted for "violating bidding regulations causing serious consequences".

In relation to this case, defendant Hoang Thi Thuy Nga, former Chairwoman of NSJ Group Company, was also proposed to be prosecuted for the same crime.
The next defendants prosecuted in the case include Ngo Vui - former Head of the Department of Finance and Planning of the Department of Education and Training and two Deputy Heads of the Department, Ha Huy Long and Pham Thi Hanh. Also prosecuted with Hoang Thi Thuy Nga are Le Long Hai - Sales Director of Region 3 and Le Dai Tan - Sales specialist of NSJ Company.
In addition, the Ministry of Public Security's Investigation Police Agency also proposed to prosecute 8 other defendants, including: Tran Thi Thanh Xuan and Tran Ngoc Thang, both former General Directors of MQF Company; Ngo Manh Hung, former Deputy Director of MQF Company; Pham Viet Anh, Deputy Head of Project Department of MQF Company; Hoang Thi Minh Tam, employee of MQF Company; Vu Ngoc Minh, director of Gia Loc Company; Ha Thi Thu Huyen, Pham Duc Chinh, appraisers and employees of Gia Loc Company.

According to the investigation, through social relationships, Hoang Thi Thuy Nga knew and was quite close to Vu Lien Oanh, former Director of the Department of Education and Training of Quang Ninh province. After several meetings, Nga discussed with Oanh to create conditions for the establishment of 6 projects to provide equipment, supplies, and toys for educational institutions in the area with a total value of about 636 billion VND.
After the project was established, Hoang Thuy Nga inflated the prices of the above packages. It is worth noting that Nga won all of these packages. The 2 packages in 2019 alone caused a loss of more than 80 billion VND. To thank her, Hoang Thi Thuy Nga sent a "gift" to Ms. Oanh in the amount of 14 billion VND. Ngo Vui was also "thanked" by Nga with the amount of 14.8 billion VND and Ha Huy Long received more than 1.8 billion VND.
According to the Investigation Police Agency, the defendants knew that their actions were wrong, but they were blinded by money because of profit. During the investigation, the former Director of the Department of Education and Training of Quang Ninh province wanted his family to pay back more than 14 billion VND, but the family was unable to do so. The Investigation Police Agency has seized 8 houses of the defendants.
Hoang Thi Thuy Nga is considered the "right hand" of Nguyen Thi Thanh Nhan, former General Director of AIC, in manipulating medical bidding packages in Dong Nai.
