Former bank deputy director swindled over 2,700 billion VND: Many victims did not report
The former Deputy Director of Eximbank Ba Dinh branch defrauded and appropriated more than 2,705 billion VND from about 100 people, but the investigation agency has only identified 46 victims with full names and addresses.
Recently, the Hanoi People's Procuracy has completed the indictment and transferred the case file of the former Deputy Director of Eximbank Ba Dinh branch for fraud and appropriation of thousands of billions of VND to the Hanoi People's Court for trial.
The case began to be revealed after the Cau Giay District Police (Hanoi) received a report from Ms. NTH (born in 1979, in Hoang Mai, Hanoi) accusing Ms. Vu Thi Thu Nhung (born in 1977, former Deputy Director of Eximbank Ba Dinh Branch) of appropriating 23 billion VND through forging flexible-term deposit certificates at Eximbank.
During the investigation, the police also received complaints from many other people.

The investigation results show that in 2013, Ms. Nhung was appointed as Deputy Director of Eximbank Ba Dinh Branch. At that time, Ms. Nhung was assigned to be in charge of capital mobilization from individual customers.
In 2014, Ms. Nhung needed money for personal expenses, so she committed fraud, providing false information to acquaintances to defraud and appropriate more than VND 2,705 billion from about 100 people.
Sophisticated tricks
The accusations stated that, in order to obtain a large amount of money from customers, Ms. Nhung provided false information about the auction of bad debt assets at the bank by Eximbank Ba Dinh branch. This was to gain customers' trust and deposit money to register to buy the auctioned assets.
To appropriate customers' money, Ms. Nhung established Vietnam Investment Consulting and Asset Management Company Limited (Vietnam Asset Management Company) with Ms. Nhung as Chairman of the Board of Directors, and asked someone else to act as General Director.
Ms. Nhung introduced to customers that this is a "backyard company" of Eximbank's internal leadership, a unit that cooperates with Eximbank Ba Dinh branch to organize auctions to liquidate bad debt assets at the bank.
If customers deposit money to participate in the auction into the company's account opened at other banks, they will receive high profits.
Ms. Nhung also searched the Internet for images of land plots and land use right certificates of individuals who had credit relationships with the bank, and saved the images on her phone with the purpose of introducing them to customers as bad debt assets that needed to be liquidated by the bank.
To avoid detection, Ms. Nhung also told customers to keep their information confidential because the promotion program was only for a few customers.
The investigation agency determined that from 2014 to May 2022, through intermediaries or directly receiving money from victims, Ms. Vu Thi Thu Nhung defrauded about 100 people, appropriating more than 2,705 billion VND.
However, up to now, the Investigation Police have only identified 46 victims in the case with full names and addresses. These people transferred more than 788 billion VND to Ms. Nhung.
One of the victims of the former deputy bank director is Ms. VTH (stock consultant).
There were 8 people who, through Ms. H., transferred more than 76 billion VND to Ms. Nhung to ask her to deposit the money to invest in the auction to liquidate bad debt assets at Eximbank and then it was appropriated.
According to the Investigation Police Agency, in January 2022, Ms. H. met Ms. Nhung. After that, Ms. Nhung asked Ms. H. to introduce customers to deposit money for investment in Vietnam Asset Management Company to receive the profit difference from the bad debt asset mortgage at Eximbank from 5-10%/deposit amount. Ms. H. only needs to transfer back to the customer from 3-7%/deposit amount according to the agreement, the rest is for her to enjoy.
Ms. Nhung also invited Ms. H. to work as a collaborator for Eximbank Ba Dinh branch, signed a collaborator contract with her on developing and expanding the customer network; assigned Ms. H. to advise and find customers to deposit money into Vietnam Asset Management Company to invest in MBĐGTL bad debt assets at Eximbank.
On January 18, 2022, Ms. H. and a customer named C. (currently unknown information and address) transferred 7 billion VND to the account of Vietnam Asset Management Company. After receiving the money, Ms. Nhung transferred the profit of 1 billion VND to H. Ms. H. transferred 700 million VND to customer C., earning a profit of 300 million VND.
The Investigation Police did not receive a report from the person named C., so there is no basis for consideration and handling. Therefore, the Investigation Police determined that Ms. H. is the victim in the case.
Similarly, from January to May 2022, Ms. H. introduced many other tycoons to transfer to the account of Vietnam Asset Management Company to deposit MBĐGTL investment in bad debt assets at Eximbank, a total of more than 112 billion VND.
Up to now, the Investigation Police have identified 9 victims who have filed reports about the transfer of a total of VND 87.6 billion through Ms. H. to Vietnam Asset Management Company to deposit for investment in bad debt assets, which was then appropriated by Ms. Nhung.
According to the indictment, the total amount of money that Ms. Nhung transferred to pay Ms. H. profits was more than 28.2 billion VND. Ms. H. transferred 27.3 billion VND to customers, earning nearly 1 billion VND in profits.
During the investigation, the police posted a notice in the newspaper looking for the victim, but they did not report it, so their status as victims in the case could not be determined. The police asked Ms. H. to hand over the amount of money she had illegally benefited from, but to date she has not handed it over.
