Former Deputy Minister of Labor, War Invalids and Social Affairs arrested
Mr. Le Bach Hong was prosecuted and arrested to investigate allegations of intentional wrongdoing in violations at Vietnam Social Security.
On November 9, the Investigation Police Agency of the Ministry of Public Security prosecuted, issued an arrest warrant, and searched Mr. Le Bach Hong (former General Director of Vietnam Social Security, former Deputy Minister of Labor, War Invalids and Social Affairs) for the crime ofIntentionally violating State regulations on economic management causing serious consequences,according to Article 165 of the 1999 Penal Code.
With the same crime as Mr. Hong, the authorities have prosecuted and arrested 3 former leaders of Vietnam Social Security, including: Mr. Nguyen Huy Ban (general director), Mr. Tran Tien Vy (head of the General Planning Department, Financial Planning Department), and Mr. Hoang Ha (head of the General Planning Department, Financial Planning Department).

The Ministry of Public Security said the arrest of the defendants was part of the opening of a case of intentionally violating State regulations on economic management causing serious consequences at Vietnam Social Security, ALCII Company and related units according to the prosecution decision from December 2017.
Previously, on December 26, 2017, the authorities prosecuted and banned Nguyen Phuoc Tuong (former Head of the Financial Planning Department, Vietnam Social Security) from leaving his place of residence for the same crime.Intentionally violating State regulations on economic management causing serious consequences.
Mr. Le Bach Hong held the position of Deputy Minister of Labor, War Invalids and Social Affairs from 2005 to 2008. At the end of 2008, the Prime Minister decided to let him resign from the position of Deputy Minister of this Ministry to hold the position of Deputy Minister and General Director of Vietnam Social Security. He received the decision to retire in 2014.
On December 25-28, 2012, the Central Inspection Committee of the 11th tenure disciplined Mr. Nguyen Huy Ban with a warning; disciplined him with a Party reprimand, and recommended that the competent authority take administrative disciplinary action against Mr. Le Bach Hong.
According to the Central Inspection Commission, Mr. Le Bach Hong, in his capacity as Secretary of the Party Executive Committee, General Director did not direct or propose to the Party Executive Committee to supplement and amend the Party Executive Committee's Working Regulations to suit its functions and tasks; did not comply with the Party Executive Committee's Working Regulations; announced the 2010 health insurance fund balance not in accordance with financial management regulations; and was not serious in directing and reviewing the responsibilities of groups and individuals with shortcomings and violations in lending money improperly.
Mr. Nguyen Huy Ban, during his time as Secretary of the Party Committee and General Director of Vietnam Social Security, did not direct and implement the supplementation and amendment of the Working Regulations of the Party Committee to suit the functions and tasks of the 9th and 10th Party Congresses; did not properly and fully implement the Working Regulations of the Party Committee and regulations on State management in signing loans or adjusting interest rates when extending, lending contracts with interest rates lower than the basic interest rate of the State Bank, and lending to the wrong subjects.
