Former Deputy Minister of Public Security Tran Viet Tan appeals

Mr. Tran Viet Tan is the second defendant involved in the wrongdoing case of Phan Van Anh Vu (Vu "Nhom) to appeal.

On February 15, the Hanoi People's Court announced that it had received the appeal of Mr. Tran Viet Tan (64 years old, former Senior Lieutenant General, former Deputy Minister of Public Security).

Mr. Tan is the second defendant, along with Mr. Bui Van Thanh (60 years old, former Lieutenant General, former Deputy Minister of Public Security) to appeal.

In the petition, Mr. Tan did not accept the judgments of the Hanoi People's Court of First Instance on the content and punishment for the defendant. He requested the Court of Appeal to consider and resolve, protecting the defendant's legal rights and interests in accordance with the law.

Half a month ago, after a three-day trial (January 28 to 30), former Deputy Minister Tan was sentenced by the Hanoi People's Court to three years in prison for the crime ofLack of responsibility causes serious consequences.

According to the first instance verdict, Phan Van Anh Vu (aka Vu "Nhom", 44 years old, Chairman of the Board of Directors of Bac Nam 79 Construction Company, Nova Bac Nam 79 Company) took advantage of the name of the front organization of General Department V to request ministries, branches and local authorities to lease land, transfer land use rights and assets on land of seven public housing and land projects with an area of ​​up to thousands of square meters in prime locations in Da Nang and Ho Chi Minh City without auction, contrary to the law.

After receiving advice from his subordinates, Mr. Tan signed and issued seven documents to agencies and organizations requesting that the front companies with Vu "Nhom" as Chairman of the Board of Directors be allowed to rent real estate to serve the police sector's professional work. These are the house and land at No. 16 Bach Dang (Da Nang); the house and land at No. 15 Thi Sach (HCMC) and the house and land at No. 8 Nguyen Trung Truc (HCMC).

Mr. Tan also directed the B61 department to help Vu request the right to use public land in Da Nang and Ho Chi Minh City without auction and without using it for professional purposes of the police force.

Meanwhile, after the two front companies were assigned the right to use and own the properties on the above plots of land, Vu "Nhom" transferred the names to himself, his family members or joined forces to transfer them to others. This purpose was not in the professional activities of the police force but was for personal gain, causing a loss of 1,160 billion VND to the State.

According to the first instance verdict, Mr. Tan was irresponsible in managing and directing General Department V; did not closely inspect and supervise; leading to the failure to promptly detect and prevent violations by Vu "Nhom".
