Ha Van Nguyen is a fire police officer but impersonated an employee of the Ministry of Public Security to sell Rolls-Royce, Cadillac cars... to a woman who received a deposit of 500 million VND.
On November 11, Ha Van Nguyen (former officer of the Tan Binh District Fire Police Department) was sentenced to 9 years in prison by the Ho Chi Minh City People's Court for the crime ofFraudulent appropriation of propertyandForging seals of documents of organizations and agencies.
According to the indictment, around June 2015, Nguyen contacted his friend named Van, an officer at the Department of Investigation Police on Economic and Positional Crimes (Ministry of Public Security), to ask if there was any unit that liquidated cheap cars to introduce to his friends to buy.

Mr. Van then found information online about the seizure of some supercars and sent it to Nguyen. Although this person said he did not know whether or not to sell them, Nguyen still made a list of cars including Rolls-Royce, Cadillac... and introduced them to many people.
Meeting Ms. Bong, Nguyen claimed to be an officer of the Office of the Ministry of Public Security's Investigation Police Agency in Ho Chi Minh City, saying that the agency was liquidating 3 cars as evidence. Nguyen agreed to sell them to Ms. Bong and her relatives at a low price.
To gain trust, on December 21, 2015, Nguyen took her, her son and a friend to the canteen of the Ministry of Public Security headquarters on Nguyen Trai Street to sign a contract and receive a deposit of 500 million VND. Ms. Bong gave Nguyen 400 million VND in cash in advance, and the rest was transferred.
After a while, being urged by Mrs. Bong but not delivering the car, Nguyen himself prepared 3 sales contracts, showing that the Department of Investigation Police on Economic Crimes and Corruption liquidated the car for Mrs. Bong. In early January 2016, he bought fake stamps to stamp on the contracts and then gave them to Mrs. Bong to prolong the time.
Still waiting for the car, Mrs. Bong urged him to file a complaint if it was not delivered. Captain Nguyen returned the deposit. However, the incident was still reported to the police. Nguyen was stripped of his military rank and prosecuted.
In court, Nguyen admitted his wrongdoing but said it did not constitute fraud as accused.
