Diversify investment and development resources to ensure national energy security

(Baonghean.vn) - That is the basic spirit of Resolution No. 55-NQ/TW of the Politburo on the strategic orientation of Vietnam's national energy development to 2030, with a vision to 2045, which was organized by the Central Economic Commission and the Government at a national online conference on the morning of July 22 in Hanoi.

The conference at the Hanoi bridge point was chaired by comrades: Nguyen Van Binh - Politburo member, Head of the Central Economic Commission; Trinh Dinh Dung - Member of the Party Central Committee, Deputy Prime Minister. Also attending were representatives of Party Committees, the Government Office, representatives of ministries, branches and international organizations.

At Nghe An bridge, comrade Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee chaired. Also attending were representatives of a number of provincial departments, agencies, the Electricity Company and the People's Committees of districts with hydropower projects.

In recent years, the Party and the Government have had many policies to encourage investment in the energy sector. However, the demand for socio-economic development and energy use is increasing while investment resources for energy production are limited. Therefore, from 2016 to present, the Government has invested many resources in energy development and policies to encourage investment in renewable energy. Since 2010, the Politburo has issued Resolution No. 18-NQ/TW guiding the national energy security strategy.


After 10 years of implementation, Resolution 18 has achieved some results but also revealed some limitations and shortcomings. Therefore, on February 11, 2020, the Politburo issued Resolution No. 55-NQ/TW on the strategic orientation for Vietnam's national energy development to 2030, with a vision to 2045.

Speaking at the opening of the conference, Comrade Nguyen Van Binh - Politburo member, Head of the Central Economic Commission emphasized: Resolution 55-NQ/TW on the orientation of national energy development in the new period is a breakthrough with policies on resource mobilization for national energy development. Accordingly, not only the state budget invests but also mobilizes resources from society and private enterprises to invest, transmit and distribute national energy; prioritizes the exploitation of renewable energy, clean energy... Therefore, localities must organize and implement in a systematic manner to exploit investment resources in the construction and development of national energy, remove difficulties in the process of transmission, generation and consumption; prioritize the exploitation of new energies, renewable energy, clean energy...

At the conference, Deputy Prime Minister Trinh Dinh Dung, on behalf of the Government, spoke, affirming the importance of energy security for socio-economic development and national security and defense. On the one hand, the Government is focusing on investing in energy development, while at the same time mobilizing the active participation of private enterprises.

Acknowledging that the work of developing and ensuring energy security still has many shortcomings and limitations, Deputy Prime Minister Trinh Dinh Dung said that it is necessary to innovate institutions and new policies to effectively mobilize resources for investment in sustainable energy development. Implementing Resolution 55-NQ/TW, the Government will soon issue an action program and deploy groups of policies; at the same time, direct ministries and branches to have solutions to quickly deploy and bring new policies on ensuring energy security into life...

In Nghe An, to ensure energy security, along with attention to investment in hydropower development, the province has made efforts to encourage and attract investment projects in the fields of renewable energy and solar energy. Nghe An is considered a province with great potential for developing solar and wind power. However, due to inadequate and limited power transmission and generation infrastructure, attracting investment projects in this field is still difficult, and the province has not attracted large-scale renewable energy production investment projects. Currently, there are only small-scale solar power production projects in the area, so more efforts must be made in the spirit of Resolution No. 55-NQ/TW./.
