'Major case' at Vietnam Register: Former Director Dang Viet Ha spent 100,000 USD to 'fix the case' before being arrested

Through investigation, the police discovered that before being arrested, Dang Viet Ha was afraid that his wrongdoings would be discovered, so he used 100,000 USD to find a way to "run away from the sentence".

Regarding the case of bribery, bribery brokerage, bribery acceptance and forgery in work occurring at the Vietnam Register, the Registration Centers in Ho Chi Minh City and some southern provinces, information from the Ho Chi Minh City Police Investigation Agency said that it had issued a Decision to prosecute the accused, issued an Arrest Warrant to temporarily detain Lai Thai Phong (Deputy Head of the Department of Motor Vehicle Inspection - formerly Deputy Chief of the Office of the Register; born in 1986, hometown in Bac Giang province, permanent residence in Hanoi) for the crime of "Bribery brokerage" and Nguyen Van Chung (born in 1979, permanent residence in Hanoi) for the crime of "Fraudulent appropriation of property". The above decisions were approved by the Ho Chi Minh City People's Procuracy on September 11.

Previously, during the investigation of the case, in January 2023, Ho Chi Minh City Police prosecuted and temporarily detained the Director of the Vietnam Register, Dang Viet Ha, to investigate the crime of ""Accept bribes".

Through investigation, the police discovered that before being arrested, Dang Viet Ha was afraid that his wrongdoings would be discovered, so he, through Lai Thai Phong, gave Nguyen Van Chung 100,000 USD to find a way to "fix the case" for Ha. Although he knew it was impossible to do so, Chung still accepted the money and appropriated 100,000 USD from Ha.

According to Ho Chi Minh City Police, to date, the Investigation Police Agency - City Police has prosecuted 204 suspects for various crimes. Notable among these are: Dang Viet Ha - Director of the Vietnam Register; Tran Ky Hinh - former Director of the Vietnam Register; Tran Anh Quan, acting Head of the Department of Motor Vehicle Inspection; Dang Tran Khanh, Deputy Head of the Department of Motor Vehicle Inspection; Pham Duc Ngoc, specialist of the Department of Motor Vehicle Inspection; Nguyen Tuan Anh, Deputy Head of the Department of River Ships, Vietnam Register; Pham Dinh Tham, inspector, Department of River Ships, Vietnam Register; Luong Duc Thai, Deputy Director of the Department of Hai Hung Registration, Hai Duong province and Vu Duc Nhat, Deputy Director of the Department of Hai Hung Registration, currently working at the Department of River Ships, Vietnam Register...

This is a case that Ho Chi Minh City Police have established a special investigation team to fight since the end of 2022, related to illegal activities in the field of road and inland waterway vehicle inspection. The investigation agency determined that there was a close connection between the inspection staff of the Registry Department and the centers to issue certificates for substandard road and inland waterway vehicles through backyard companies. The group of defendants are the Directors of the Registry Centers who "pay" monthly to the defendants who are leaders and civil servants of the Vietnam Registry Department.

Currently, the Investigation Police Agency - City Police continues to consolidate evidence, expand investigation, and strictly handle according to the provisions of law.
