(Baonghean.vn) - This is the opinion of delegate Thai Thi An Chung - Deputy Head of the National Assembly Delegation of Nghe An province when discussing the draft Resolution on piloting a number of specific mechanisms and policies on investment in construction of road traffic works.

On the afternoon of October 27, the National Assembly held a discussion in groups. The National Assembly delegation of Nghe An province discussed in Group 3 with the National Assembly delegations of Bac Kan and Quang Ngai provinces. Attending the discussion session were Senior Lieutenant General Tran Quang Phuong - Member of the Party Central Committee, Vice Chairman of the National Assembly, and representative of the National Assembly delegation of Quang Ngai.

The group discussion session focused on adjusting some contents of Resolution 53/2017/QH14 dated November 24, 2017 of the National Assembly on the Feasibility Study Report of the Land Acquisition, Compensation, Support and Resettlement Project of Long Thanh International Airport and the draft Resolution on piloting some specific mechanisms and policies on investment in the construction of road traffic works.

In particular, the draft Resolution on piloting a number of specific mechanisms and policies on investment in the construction of road traffic works stipulates: "Arranging capital to increase central budget revenue in 2022 to pay for site clearance costs (including late payment) for road traffic projects under the central budget's tasks arising after the project has been finalized".

Speaking at the discussion, delegate Thai Thi An Chung - Deputy Head of the National Assembly Delegation of Nghe An province said that if the above Resolution is passed, it will arrange to increase the budget revenue in 2022 to pay for the remaining land clearance costs for the project to upgrade and expand National Highway 1A through Nghe An.

Accordingly, the project to upgrade and expand National Highway 1A through Nghe An has a total length of 73.8km, invested by the Ministry of Transport, divided into 2 phases: phase 1 from 1994 - 1998 and phase 2 from 2013 - 2015.

The delegate of Nghe An Delegation said: In fact, in phase 1, according to the document of the Ministry of Transport and the regulations of the province, the area cleared along the corridor only compensates for assets, not for land. When implementing phase 2, affected households requested compensation for the land of the project phase 1 that had not been implemented but had not been resolved.

Therefore, when phase 2 of the project was completed, more than 3,000 households filed complaints, and even many lawsuits, related to the issue of compensation for site clearance.

“There were times when there were many complicated and mass complaints. After that, Nghe An province established many inspection and examination teams and coordinated with relevant ministries and branches, asking for opinions from the Ministry of Natural Resources and Environment many times,” said delegate Thai Thi An Chung, adding that in fact, when she was elected as a National Assembly delegate for Hoang Mai town and Quynh Luu district, voters strongly protested the settlement of this compensation. Currently, not only the Nghe An National Assembly Delegation but also a number of other delegates and National Assembly Delegations have received petitions from voters related to the above-mentioned backlog issue.

Not only this term but also the 13th and 14th National Assembly terms have had many petitions from citizens sent to the delegates.

Also according to delegate Thai Thi An Chung, in 2019 and 2020, the Ministry of Natural Resources and Environment issued Official Dispatches 1293 and 4353 in response, affirming that the cleared area of ​​phase 1 of the project must be compensated and supported according to current regulations.

Therefore, Nghe An province has coordinated closely with the Ministry of Transport to review and determine the amount of funds that need to be paid to affected households. Currently, the reported funding source is 1,275 billion VND, of which the principal is more than 573 billion VND, and the interest due to late payment is more than 701 billion VND (estimated until December 31, 2022).

Delegate Thai Thi An Chung further analyzed: In fact, according to the law on land and construction, site clearance is an item in the total investment of the project, so the expenditure task belongs to the responsibility of the central budget. However, the project has settled the capital source from 2016 to 2019, so it is not included in the medium-term capital arrangement of the Ministry of Transport.

“This time, Nghe An voters as well as the National Assembly Delegates of Nghe An really hope to receive support from the National Assembly Delegates to soon resolve the legitimate rights of the people and stabilize the security and order situation in the area; at the same time, resolve the issue early to save and avoid waste in budget spending, because the later the payment, the more interest will arise.”

Previously, the Deputy Head of the National Assembly Delegation of Nghe An province highly agreed with the Government's proposal to the National Assembly to allow the piloting of a number of specific mechanisms and policies on investment in the construction of road traffic works, especially assigning a number of localities to be investors based on proposals, local capacity and issues related to construction material mines; developing a specific list to clearly define the scope of the pilot implementation; authorizing the Government to report to the National Assembly Standing Committee on issues related to other projects that need to be piloted during the time the National Assembly is not in session.

Regarding the adjustment of some contents of Resolution 53/2017/QH14 dated November 24, 2017 of the National Assembly on the feasibility study report of the Land Acquisition, Compensation, Support and Resettlement Project of Long Thanh International Airport, delegate Hoang Thi Thu Hien - Permanent Vice President of Nghe An Women's Union said that among the reasons for the delay of the project, there are two reasons: focusing resources on the implementation of key projects in the area: Giau Day - Phan Thiet, Ben Luc - Long Thanh; serving inspection and supervision teams, so the shortage of forces is not satisfactory.

According to the delegate, the concentration of resources on projects already in the plan is not an issue and is not an objective factor; at the same time, inspection and supervision are very necessary in the implementation of key projects. Therefore, it is recommended to reconsider these two reasons.
