Participating in the discussion at Group 3 were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Van De - Vice Chairman of the Provincial People's Committee; elected Provincial People's Council delegates in the units: Thanh Chuong, Nghia Dan, Tan Ky, Yen Thanh, Thai Hoa town and representatives of provincial departments, branches and sectors.
The issue discussed by many delegates at Group 3 was related to children. Delegate Lo Thi Kim Ngan (Thanh Chuong district) raised concerns when the number of children in especially difficult circumstances in the province increased in the past 3 years with a total of more than 7,000 children; requested the Department of Labor, War Invalids and Social Affairs to clarify the causes and resources for caring for children in especially difficult circumstances in the province?
Regarding this content, Deputy Director of the Department of Labor, War Invalids and Social Affairs Bui Van Hung clarified that the cause is due to population fluctuations along with changes in criteria for poor and near-poor households and an increase in the number of children whose parents violate the law, commit social evils and are orphaned due to the Covid-19 pandemic and accidents; leading to the number of children at risk of being in especially difficult circumstances to being in especially difficult circumstances.
In addition to the budget, recently, all levels and sectors have focused on mobilizing social resources to care for children in especially difficult circumstances.
Along with the above content, some delegates raised concerns related to life skills education, prevention of school violence and drowning for children. Expressing his sorrow over recent cases of drowning and school violence in the province, delegate Trinh Van Nha (Thanh Chuong district) said that this is a "hot" issue that voters and people in the province are interested in.
Through a recent survey by the Provincial People's Council's Culture and Society Committee at a number of schools, it was shown that the Nghe An Education and Training sector has paid attention to life skills education, school violence prevention, and drowning prevention with a number of creative models in many schools; however, the results have not been as expected.
Emphasizing that in education, forming life skills, preventing school violence and drowning for children, it is necessary to pay attention to three relationships: family is the foundation, school is the key and society is the whole; delegate Trinh Van Nha said that it is impossible to "leave everything" to the school, however, within the framework of the Education and Training sector, the Department of Education and Training needs to synchronously direct schools like the outline of life skills education so that students have the ability to protect themselves from accidents, drowning and school violence.
Sharing the same concern for children, delegate Phan Thi Minh Ly (Yen Thanh district) clearly stated the viewpoint of the Party and State: children are the future of the country and of each family; the content of child care and education includes three "pillars": education of knowledge, life skills and physical and mental health.
However, in practice, we have only paid attention to knowledge education, while life skills and health education have not received much attention, including facilities in schools, residential areas and human resources to carry out this task.
Therefore, the province needs to research solutions to gradually solve problems arising in practice; at the same time, strengthen more effective coordination between departments, branches and organizations in the political system related to child care, education and protection.
Delegate Lo Thi Kim Ngan (Thanh Chuong district) also proposed that the Department of Education and Training research, develop and apply life skills education models suitable for each age group and region.
In addition to the contents related to children, in Group 3, the delegates also discussed the socio-economic difficulties in the first 6 months of the year of the province related to economic growth rate; budget revenue; disbursement of public investment capital; issuance of land use right certificates; lack of water for production, lack of electricity for daily life and production; implementation of agricultural and rural development policies; implementation of 3 National Target Programs on new rural construction, sustainable poverty reduction, socio-economic development in ethnic minority and mountainous areas...
Speaking to explain the issues raised by the provincial People's Council delegates, Vice Chairman of the provincial People's Committee Nguyen Van De affirmed that despite many difficulties, the socio-economic situation in the province in the first 6 months of the year had many "bright spots"; at the same time, he also acknowledged and clarified many limitations, such as illegal sand and gravel mining; slow progress in granting land use right certificates.
Acknowledging that people have difficulty accessing agricultural development support policies related to procedures, the Vice Chairman of the Provincial People's Committee affirmed that he will continue to research and adjust so that people can easily access and fully enjoy the issued policies.
On the other hand, the Provincial People's Committee will also develop a medium-term investment plan for the period 2026 - 2030 to address the degradation of pumping stations along the Lam River, ensuring irrigation water for agricultural production; at the same time, it will work with the Electricity sector to resolve current power grid infrastructure in localities; promote market work, spread and bring Nghe An OCOP products to the market.

In addition to objective reasons, there are many subjective factors that the Provincial People's Committee, provincial departments, branches and localities need to overcome related to administrative reform, creating conditions to attract investment in non-budget projects, avoiding the situation where enterprises have "available" investment money but are waiting for procedures; or procedures for disbursing public investment capital also need to be resolved well.
Along with that, the Provincial People's Committee and departments, branches and localities need to review programs and policies to urge implementation to promote growth rate, such as removing difficulties in procedures for implementing agricultural and rural development policies; implementing three national target programs...
The Standing Vice Chairman of the Provincial People's Council also requested all levels and sectors to closely follow the set targets and tasks, strive to achieve the highest results throughout the year; at the same time, urgently implement the Provincial Planning for the period 2021 - 2030, with a vision to 2050 when approved and the new Resolution of the Politburo on Nghe An when issued.
