On the afternoon of December 11, the 17th session of the Provincial People's Council, term XVII, 2016 - 2021, entered the group discussion session. Group 6 had the participation of Provincial People's Council delegates from the constituencies of Quy Chau, Que Phong and Quy Hop districts. Guest delegates included representatives of the Provincial Party Committee's Inspection Committee, the Department of Industry and Trade, and the Department of Natural Resources.andEnvironment, Department of Transport, Department of AgricultureandRural Development, Department of InformationandMedia, Provincial Police, Provincial Border Guard Command, Provincial Inspectorate, Provincial Ethnic Committee, Provincial Veterans Association, Social Policy Bank and District Party Secretary, permanent representative of People's Council, Chairman of People's Committee of Quy Chau, Quy Hop, Que Phong districts.

At the discussion session, delegates focused on analyzing the following contents: Report on the socio-economic situation of Nghe An province in 2020; Socio-economic development plan of the province in 2021 associated with orientations, tasks and solutions for implementation; Report on the socio-economic situation for the 5 years 2016 - 2020; Socio-economic development plan for the 5 years 2021 - 2025; Contents of 25 draft resolutions submitted to the session... Delegates also raised issues that voters in the province are interested in and reflect.

Delegate Lo Thi Kim Ngan suggested: This session of the Provincial People's Council needs to evaluate the implementation of Decision 402/QD-TTg dated March 14, 2016 of the Prime Minister on approving the Project "Developing the contingent of cadres, civil servants and public employees of ethnic minorities in the new period". From the evaluation, review to set out specific tasks in the coming time. The session also needs to analyze the existing causes when the key economic regions of the province, including the Western Nghe An, are developing moderately, and consider the specific responsibilities of the leaders.

Delegate Nguyen Dinh Tung - Chairman of Quy Hop District People's Committee gave comments on the Draft Resolution on a number of support policies in building new rural areas in Nghe An province in the period of 2021-2025 and the Draft Resolution on support policies for building cultural and sports institutions at the grassroots level in the province by 2025.

The draft Resolution on support policies for the construction of cultural and sports facilities at the grassroots level states that it will support 15 communal cultural houses, 11 stadiums, and 82 cultural houses for blocks, hamlets, and villages. If the number of districts, communes, and villages registering exceeds this number, how will the province consider prioritizing it?
Delegate Tung also suggested: Before approving the adjustment of the planning of 3 types of forests, the province needs to have further assessment of the field. Currently, there are areas that are considered protective forests on file but in reality are depleted forests and bare hills. There needs to be a clear distinction to assign those areas to people to plant and protect to avoid wasting resources and promote efficiency.

In the long term, the province's orientation towards developing the forest economy is very correct, however, we are still setting out general orientations, without specific goals. Nghe An needs to diversify products from the forest economy, and cannot only focus on wood chip processing. 80% of wood chips in Nghe An are exported to Hainan Island (China), now the importing unit is at risk of having to close due to environmental pollution. We must have specific policies so that people can live off the forest. In addition, Nghe An also needs to have coordination between the Southeast Economic Zone and Dong Hoi port to develop infrastructure, creating competitiveness with other localities - delegate Hoai clearly stated.

The draft resolution also states that in the case of not registering to finish but completing the task, when there is a decision of recognition, support will be provided. In this case, it is proposed that there should be a regulation to convert the supported cement into money, because at this time the infrastructure is basically completed, the village needs money to use for other purposes.

The Electricity Corporation and the province have made commitments that by the end of 2020, all villages and hamlets will have access to the national grid. However, up to this point, the implementation of the grid has been very slow. For a long time, due to impatience, localities have focused on mobilizing and using other resources to invest in building and extending the grid. In Quy Chau, in the past 5 years, there have been 17 power projects, of which 12 projects used district and commune budgets. Focusing resources on the grid will affect and limit investment resources for other areas. The Provincial People's Committee needs to pay attention and have a roadmap to implement this.
