Provincial People's Council delegates 'offer advice' on supporting policies for village, block and commune cadres

On the morning of December 8, the 11th session of the People's Council of Nghe An province, term XVIII, term 2021 - 2026, held a discussion session in the hall.

Participating in the discussion at the hall, delegate Tran Van Toan (Do Luong) - Deputy of the Legal Department of the Provincial People's Council reflected: Implementing the policy of merging administrative units at the commune and hamlet levels in Nghe An province, the province has now reduced hamlets, blocks, villages and hamlets. The whole province has merged 3,886 blocks, hamlets and hamlets; forming 1,804 blocks, hamlets and hamlets; reducing 2,082 blocks, hamlets and hamlets; the number of existing blocks, hamlets and hamlets after the merger: 3,804 units (including 2 newly established residential blocks).
The activities of the hamlet, block and village executive committees serve the interests of the people, contributing to the implementation of the Party and State's policies to each household. The workload of the hamlet, block and village executive committees is very large, from small to large tasks, all have the direct participation of the block, hamlet and village cadres.

The current problem is that after the merger, the area of the block and hamlet has expanded, the population has increased, the work of the block, hamlet and village executive committees has increased more than before, but the level of support has not increased. This problem has been continuously reflected by voters through meetings with National Assembly deputies and People's Councils at all levels.
Nghe An is a province with a large number of blocks, hamlets, and villages, and limited budget resources, so increasing allowances for block, hamlet, and village executive committees will be very difficult. To solve this problem, delegate Tran Dinh Toan "suggested": Piloting the application of socialization in supporting allowances for block, hamlet, and village officials. Accordingly, mobilizing the establishment of a fund from contributions from people and businesses. From this fund, budget difficulties will be solved.

The Director of the Department of Home Affairs shared the difficulties and hardships of the team of block, hamlet and village cadres who are the closest people, with a lot of "nameless" work, especially after the merger of blocks, hamlets and villages, the area and population increased, the work of the team of block, hamlet and village cadres became even more.

The Director of the Department of Home Affairs said: The decision on allowance levels for non-professional cadres is under the authority of the Provincial People's Council, but does not exceed the fixed level prescribed in Decree No. 34/2019/ND-CP dated April 24, 2019 of the Government amending and supplementing a number of regulations on commune-level cadres, civil servants and non-professional workers at the commune level, in villages and residential groups.
In Nghe An province, the Department of Home Affairs advised the Provincial People's Committee to submit to the Provincial People's Council to issue Resolution No. 22/2019/NQ-HDND dated December 12, 2019 and amended and supplemented a number of articles in Resolution No. 23/2021/NQ-HDND dated December 9, 2021, accordingly, the support budget was arranged at the maximum level based on the regulations of the Central Government and balancing the local budget.
“In the context of the province’s budget difficulties, although the salary regime for non-professional staff of the block, hamlet and village has been arranged by the province at a “lower salary” level, it is not commensurate with the work and living standards of the people. We hope that voters and staff of the block, hamlet and village will share and always strive to contribute to completing their work well.
This issue was raised by the National Assembly Delegation of Nghe An province in the 4th Session of the 15th National Assembly. Currently, the Ministry of Home Affairs is studying to amend Decree 34 to resolve the shortcomings in the allowance regime for non-professional workers in accordance with reality" - said the Director of the Department of Home Affairs.
Regarding the proposal of the delegate, piloting the socialization of support from people to contribute funds to support the activities of non-professional activists in hamlets, blocks, and villages, according to the Director of the Provincial Department of Home Affairs: This is a new initiative, unprecedented and has not been implemented by any locality in the country. The socialization of revenue sources is related to financial regulations (how to collect and spend?, who will receive, collect, spend...?).
On this issue, the Department of Home Affairs will seek direction from the Provincial People's Council and People's Committee and coordinate with relevant departments, branches and sectors to research and advise to ensure compliance with the law.
