(Baonghean.vn) - On November 4, the National Assembly discussed at the Hall the implementation of the national target program on new rural construction (2010-2015 period) associated with restructuring the agricultural sector. Comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Nghe An province gave an important speech. ... New rural construction is a major policy of the Party and State, very much in line with the people's wishes and very suitable for the socio-economic development situation in the recent period. New rural construction has quickly become a widespread movement, supported by the whole society.

After 5 years of implementing the Target Program, our country's rural areas have changed in all aspects. The economic structure in rural areas has shifted in the right direction. The concentrated production model has been initially formed; productivity, quality and value of agricultural products have been increased. The rural transport system has been significantly improved, creating conditions for people to travel and transport goods. Social infrastructure has been more complete. Rural landscapes and living environments have had positive changes. Income and material and spiritual life of rural people have been improved. Students have been able to study in better conditions. People's awareness has changed, the role of people as the main subject in building new rural areas has been promoted.

The results of implementing some important indicators according to the monitoring report of the National Assembly Standing Committee have demonstrated this: 19.7% (nearly 20%) of communes meet the new rural standards; 53.6% of communes meet the poor household standards; 75.73% of communes meet the production organization standards; 42.38% of communes meet the environment standards; 61.37% of communes meet the irrigation standards; 36.43% of communes meet the traffic standards; 82.37% of communes meet the electricity standards; 42.12% of communes meet the school standards; 85.48% of communes meet the rate of workers with regular jobs.

I also agree with the limitations shown in the report: The set of criteria for new rural construction for the period 2011-2015 does not distinguish between regions, and is not really suitable for mountainous, remote and isolated areas. Some communes recognized as meeting new rural standards still owe criteria; many communes have outstanding debts in basic construction, and some communes have large debts. The number of communes reaching the new rural finish line is concentrated in some regions with better conditions, such as the Southeast and the Red River Delta. There are few communes in mountainous provinces reaching the finish line. Investment capital for new rural construction is still lacking, and restructuring of the agricultural sector is slow. New rural construction in many places is not linked to agricultural restructuring, not paying much attention to production and increasing people's income, paying too much attention to building infrastructure and works. The rural landscape in many places is not beautiful, not suitable for the local cultural identity.

To continue to effectively implement the national target program on new rural construction, I would like to contribute some ideas:

The firstThe task of building new rural areas is designed for the entire term, so priority should be given to investment in production development, improving people's lives and incomes, and ensuring security and order in the area. Investment in infrastructure and facilities should be carried out in a reasonable order, avoiding waste and causing debt in basic construction.

Monday,improve people's knowledge, ensure the quality of general education and vocational training.

Tuesday,Building new rural areas that are green, clean, beautiful, and have the traditional identity of the locality. In places with favorable natural conditions, building new rural areas needs to be associated with tourism development.

Wednesday,Where conditions permit, strive to build new rural communes. Where conditions do not permit, build villages, hamlets, and communes according to new rural criteria first, then gradually expand to the entire commune. Communes that have met new rural standards need new criteria to continue to strive for. The process of building new rural areas must take place continuously and without stopping.

Thursday,New rural construction needs to be substantial, aiming to improve the quality of life of rural people, narrow the gap between rural and urban areas, and avoid formality.

About the solution:

The first,We must focus on promoting the people as the main subjects of new rural construction; we must encourage rural people, especially young people, to promote the spirit of entrepreneurship, be willing to borrow investment capital, receive new scientific and technical knowledge, build effective agricultural economic models, develop family farm models, and link together to build new-style cooperatives. Authorities at all levels need to play a creative role, invest in developing reasonable technical infrastructure, encourage and facilitate land accumulation, assist and guide people to produce and do business more effectively. In my opinion, the state should increase support for farmers with preferential loans, through the banking system, especially the social policy bank. Preferential loans are much more effective, they should not be given away for free, to motivate people to strive. We must strictly control the quality of seeds and agricultural materials, ensuring the rights of the people.

Monday,The state needs to continue to encourage enterprises to invest in agriculture, considering enterprises as the leading force in restructuring agriculture, applying scientific and technological advances, improving labor productivity, quality and competitiveness of agricultural products, investing in developing processing and preservation industries; building and expanding consumption markets.

Tuesday,It is necessary to promote the potential and advantages of each region: coastal, plain, midland and mountainous to plan suitable livestock, crop and aquaculture. Depending on the development situation of the socio-economy, balance reasonable investment sources for the National Target Program on New Rural Construction.

Wednesday,We should continue to maintain the model of twinned localities, and businesses and economic organizations operating effectively should support localities facing many difficulties.

Thursday,It is necessary to assign clearer tasks to universities, agricultural research institutes and related sectors in consulting and supporting science and technology for localities.

As of November 4, 2016, Nghe An province has 117 communes recognized by the Provincial People's Committee as meeting new rural standards and 18 communes have completed 19/19 criteria. The province has Thai Hoa Town as a district-level unit that has completed the task of building new rural areas. Vinh City has 9/9 communes meeting new rural standards and is in the process of submitting to the Prime Minister for recognition of completing the task of building new rural areas in 2016.

Regarding the average criteria, in 2010, the whole province only achieved 3.64 criteria/commune and as of November 4, 2016, the average number of criteria in the whole province has reached 13.1 criteria/commune. Nghe An Provincial People's Committee has also selected and approved 3 communes: Son Thanh (Yen Thanh), Kim Lien (Nam Dan) and Quynh Doi (Quynh Luu) to build model new rural communes. By the end of October 2016, the total capital mobilized and integrated to implement the National Target Program on New Rural Construction in the whole province reached nearly 24,000 billion VND.
