National Assembly Delegates from Nghe An propose 3 policies to develop science and technology

On the morning of February 17, the National Assembly discussed in the hall the draft Resolution on piloting a number of policies to remove obstacles in science, technology, innovation and digital transformation activities.

Speaking at the discussion, Mr. Hoang Minh Hieu - Standing Member of the National Assembly's Law Committee, delegate of Nghe An delegation expressed his high agreement with the issuance of the Resolution, because the development process of countries shows that only based on the development of science and technology can we develop the economy and society quickly and sustainably.

In addition, to contribute ideas and complete the content of the resolution, in addition to the policies mentioned in the draft, delegate Hoang Minh Hieu proposed 3 more contents.

First of all, it is about the policy of attracting and developing high-quality human resources for the development of science and technology. This is a very urgent issue, because to develop new fields of science and technology, human resources are always the most fundamental issue.

In fact, we are currently in great need of this high-quality human resource. The Vietnam Software and Information Technology Services Association said: In 2025 alone, Vietnam will lack 150,000 - 200,000 IT human resources, especially in areas such as AI, Big Data, programmers and cybersecurity.

To have enough of this number, it is necessary to have experienced international experts to train domestic human resources, as well as foreign personnel to come to work in Vietnam.

Therefore, delegates proposed that there must be timely policies to create conditions for businesses and research centers to recruit Vietnamese experts abroad as well as international experts to participate in training and nurturing talents in Vietnam through policies such as visa support, tax exemptions and other policies... in the context that countries in the region are also having very competitive policies, such as Thailand's golden visa program issued in 2024, or Indonesia's expected to be issued this year.

This is also one of the solutions mentioned in the Economic Development Project to achieve the 8% growth target submitted by the Government to the National Assembly at this session, but has not been connected and specified in this resolution on science and technology development.

“We propose that research should be conducted immediately in 2025 to promptly respond to practical needs, striving to make Vietnam a destination for advanced knowledge of humanity*.

The second issue is to supplement policies to ensure the output of domestic scientific and technological research, focusing on having policies to make the State the first and most important customer for domestic scientific and technological research results.

Experience from other countries shows that this is a very important issue. For example, in the semiconductor industry, the development history of this industry shows that without the State's programs on the consumption and use of semiconductor chips in the 1950s and 1960s, chip manufacturing enterprises at that time would not have had enough resources and motivation to be able to develop advanced semiconductor chips like today.

Ensuring the use of research and development results in State programs also demonstrates the State and People's trust in the capacity of domestic scientists and technologists.

The delegate said: Currently, our country's legal system in the provisions of the Law on Bidding and the Law on Science and Technology has some provisions referring to this policy but they are not specific and according to many studies, they are not feasible in practice. Therefore, it is necessary to study to remove obstacles and soon put this policy into practice.

The third issue is related to the arrangement and reorganization of scientific and technological organizations. The current draft Resolution has policies to improve the relationship between scientists, schools and businesses.

“However, we believe that, in addition to current solutions, it is necessary to study and reorganize scientific and technological organizations to overcome the overlapping, scattered, and overlapping functions and tasks, in which, it is necessary to transfer public scientific and technological organizations operating in the field of basic research to universities to promote the connection between research and training,” said Mr. Hoang Minh Hieu. “This is also a condition for being able to invest in key laboratories at universities.”

Because currently, according to reports, investment in laboratories at universities has not exceeded 500 billion VND per year, while to take shortcuts and stay ahead of new technology industries, the cost of organizing and building laboratories is very large.

The rearrangement of scientific and technological organizations in this direction is also a policy mentioned in Resolution 19 of the 12th Central Committee on rearranging, improving the quality and efficiency of public service units.

Therefore, the delegate suggested that along with the current revolution in streamlining and streamlining the apparatus, in 2025 it is also necessary to research and reorganize the system of public science and technology organizations to truly invest with focus and key points, linking research and training, creating momentum for the development of science and technology in the country.

This morning, the National Assembly discussed specific mechanisms and policies for investment in the construction of the Ninh Thuan nuclear power project and worked on a number of other issues.
