National Assembly delegates from Nghe An propose many policies to solve employment for ethnic minority youth.

Research on human resource development policies for ethnic minorities

Speaking at the discussion, Mr. Tran Nhat Minh, full-time National Assembly member of Nghe An delegation, devoted much effort to proposing policies to support job creation for ethnic minorities.

He said: Through contact with voters in ethnic minority areas, this is one of the issues that most voters are interested in. According to the results of the survey to collect information on the socio-economic situation of 53 ethnic minorities in 2019 by the General Statistics Office, the country has nearly 4 million ethnic minority workers, but the rate of vocational training (mainly primary vocational training under 3 months) is only about 3%; equivalent to about 120 thousand workers.

In the Northern midland and mountainous region, on average, out of 100 workers, only 19 have received training (primary, intermediate, college, university); in the Central Highlands and the Mekong Delta, the rate is even lower, with only 13 to 16 workers per 100 having received training.

“The vast majority of ethnic minority workers have not been trained, so they mainly do simple jobs with low incomes,” he said, expressing his agreement with the National Assembly’s Social Committee’s review, which suggested that the drafting agency continue to research and propose policies to develop ethnic minority human resources, in order to create sustainable jobs through training programs to improve vocational skills for ethnic minorities.

On that basis, regarding the policy of supporting job creation, delegate Tran Nhat Minh proposed clarifying the scale of "small and medium enterprises, cooperatives, cooperative unions, cooperative groups, and business households employing many workers" that are supported with loans to base on practical implementation, because the draft Law also does not assign the Government to specify details.

In addition, the delegate of Nghe An delegation proposed to add the subjects as "small and medium enterprises, cooperatives, cooperative groups, business households with production and business establishments located in extremely difficult areas, especially difficult communes in coastal and island areas" to avoid missing cases of organizations and units using labor that employ ethnic minorities, but do not have enough quantity to enjoy loan support policies.

Pointing out the current limitations in training and job creation for ethnic minorities, delegate Tran Nhat Minh also suggested that the Law should have regulations on policies to support vocational training associated with job creation for ethnic minority youth, in order to institutionalize the Conclusion of the Politburo and the Resolution of the Party Central Committee on job creation and vocational training for farmers, rural residents, and ethnic minority youth.

Mr. Tran Nhat Minh also requested the drafting agency to evaluate the policy "State supports employers in paying unemployment insurance premiums for newly recruited ethnic minority workers or those signing labor contracts" implemented since 2012 according to the Prime Minister's Decisions, to study and supplement the subjects supported with unemployment insurance premiums.

“In my opinion, the addition of this policy does not have much impact on implementation resources, because this policy has been and is being implemented stably since December 1, 2012 until now,” said the delegate from Nghe An.

Consider withdrawing regulations on professional certificate exams on employment services

Delegate Tran Nhat Minh also requested the drafting agency to study the necessity of testing, granting, and revoking professional certificates on employment services, avoiding the issuance of sub-licenses, which would be troublesome for business operations; creating additional certificates for civil servants and adding unnecessary administrative procedures.

Especially now, under the direction of the Government, the Ministry of Home Affairs is presiding over and coordinating with specialized management ministries to review the types of certificates for civil servants, to clarify which types of certificates are conditions for appointment to professional titles of civil servants, which certificates are for professional training; classify mandatory and non-mandatory certificates in civil servant management.

Therefore, the delegate proposed that it is only necessary to stipulate that "people directly performing consulting and job referral activities must participate in training courses, refresher courses, and update their knowledge and professional skills in job services and be granted a certificate of participation in the training course, refresher courses, and knowledge update courses (not a certificate)".

Previously, the National Assembly voted to pass the Law on People's Air Defense, the Law on Trade Unions (amended) and voted to pass the National Assembly Resolution on investment policy for the National Target Program on Cultural Development for the 2025-2035 period.
