National Assembly Deputies Explain Draft Law on Social Insurance on Reducing Age and Increasing Support Level for the Elderly
(Baonghean.vn) - Explaining at the voter contact conference, National Assembly delegate Vo Thi Minh Sinh informed that the National Assembly has given opinions on the draft Law on Social Insurance (amended) on reducing the age of receiving support for the elderly from 80 to 75 and increasing the monthly support level compared to current regulations.

Many enthusiastic opinions of voters
At the conference, National Assembly delegate Vo Thi Minh Sinh informed voters of the results of the 6th Session of the 15th National Assembly with many positive and quality innovations; along with the results of the activities of the Provincial National Assembly Delegation at the session.

Delegate of the Provincial People's Council Hoang Lan reported the results of the 17th Session of the 18th Provincial People's Council, term 2021 - 2026 with 33 resolutions passed at the session; including the Resolution stipulating the titles and allowances for non-professional workers at the commune, hamlet, block and village levels; people directly participating in activities at hamlets, blocks and villages; the level of operating expenses for commune-level socio-political organizations and mass mobilization teams at hamlets, blocks and villages in the province.


Next, in a democratic and frank spirit, 19 voters expressed their thoughts, aspirations, and proposed many issues under the authority of all levels and sectors.
Voter Truong Quang Lieu (Tien Dong hamlet) expressed his opinion regarding the ineffectiveness of ensuring security and order in some areas, such as gambling and the use of fireworks; the lack of strict control over consumer goods, goods of unknown origin still circulating in the market, especially advertising and promotional activities for sale in residential areas, affecting the rights of the people.

Voter Pham Ba Canh (My Son hamlet) reported inadequacies in the implementation of land transfer and inheritance procedures, causing difficulties for people; documents had to be returned many times, and were even difficult to implement.
Many voters also reflected on the overlapping land measurements in the past, causing disputes and difficulties, and backlogs in the issuance of Land Use Right Certificates at the grassroots level at present. It is recommended that all levels study and coordinate to organize measurements, re-establish cadastral maps, facilitate land management by the government; and resolve problems in land division for the people.

Some voters reported that the construction of a 72-meter road to Cua Lo town through Nghi Xuan commune has divided residential areas; especially the traffic system, causing difficulties for people, especially students, to travel; requesting that competent authorities pay attention to restoring the civilian traffic system.
Voters also reflected and recommended that the National Assembly and the Government reform the salary regime - this is one of the measures to help prevent corruption; support non-professional workers in the hamlet to participate in social insurance; research and adjust the streamlining of the payroll for cultural and social civil servants, when only 1 person (for type II and type III communes) is assigned to perform many cultural and policy tasks...

Explains many issues
After the voters' reflections and recommendations, leaders of the Department of Home Affairs, Department of Natural Resources and Environment, Department of Transport, Department of Labor, War Invalids and Social Affairs, Provincial Social Insurance, and leaders of Nghi Loc district received and explained the contents under the authority and responsibility of State management.
At the end of the conference, National Assembly delegate Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairman of the Provincial Vietnam Fatherland Front Committee requested provincial departments, branches and Nghi Loc district, Nghi Xuan commune to continue to thoroughly resolve and respond to voters about issues reflected and recommended at the conference.

At the same time, in the spirit of responsibility in performing public duties, it is recommended that provincial, district and communal departments and branches pay attention to and promptly resolve issues arising in practice, avoid public frustration and avoid waiting for the voter contact conference to reflect and resolve.
National Assembly Delegate Vo Thi Minh Sinh also received and directly resolved issues under the authority of the National Assembly; in which, at the 6th Session, the 15th National Assembly gave its first opinion on the draft Law on Social Insurance (amended) with two contents related to voters' recommendations, which are reducing the age of receiving support for the elderly from 80 to 75 and increasing the monthly support level compared to the current regime; at the same time, the draft also mentioned the implementation of the social insurance regime for non-professional workers in blocks, hamlets, villages and communes.
