Members of the 13th National Assembly meet with voters in Quynh Luu district.
This morning, October 6th, at the People's Committee of Quynh Chau commune, Quynh Luu district, the Delegation of the 13th National Assembly of Nghe An province, including Mr. Phan Trung Ly - Member of the Standing Committee of the National Assembly, Chairman of the National Assembly's Law Committee; and Mr. Pham Van Tan - Deputy Head of the National Assembly Delegation of Nghe An province, held a meeting with constituents from six mountainous communes in Quynh Luu district: Quynh Tam, Quynh Thang, Tan Thang, Tan Son, Ngoc Son, and Quynh Chau.

On behalf of the delegates, Mr. Phan Trung Ly reported to the voters on the results of the first session and the basic contents of the second session of the 13th National Assembly, which will open on October 20th. At the second session, the National Assembly will discuss and approve the Government's report on the implementation of socio-economic development tasks in 2011, and the plan and solutions for 2012; focusing on discussing effective solutions to maintain economic growth and ensure social security in 2012 and subsequent years. Also at the second session, the National Assembly will approve six draft laws and resolutions; and provide opinions on 12 draft laws related to socio-economic activities, national defense and security, and social security.
During the meeting, voters raised several issues of concern to the people in the mountainous communes of Quynh Luu district. These included: the inadequate retirement benefits for commune-level leaders. Currently, Quynh Luu has approximately 200 former commune leaders who retired between 1996 and 2001, but their retirement benefits were cut in 2007 due to current regulations. They requested that the Government pay attention to and maintain the retirement benefits for these officials. Other issues raised included: the ineffective reforestation program; irrational forest management; excessive use of agricultural land for industrial zones, reducing rice-growing land and impacting food security; prolonged and poor-quality transportation projects affecting traffic safety; and low salaries for grassroots officials. The "Three Rural Issues" policy remains flawed and rigid, resulting in low effectiveness. Many delegates have raised concerns that the policy of granting agricultural and forest land for a period of 20 years is too long, leading to many pressing issues in rural areas. They suggest that the National Assembly and the Government should study and adjust the timeframe to ensure fairness and protect the rights of farmers.
Also this morning, the 13th National Assembly delegates running in constituency number 3, including Mr. Pham Van Ha and Mr. Phan Van Quy, met with voters in coastal areas of Quynh Nghia commune and Hoang Mai town, Quynh Luu district.
