National Assembly Delegate: Low salaries do not encourage civil servants to contribute

On the afternoon of November 1, discussing the socio-economic situation in the hall, delegate Phan Thai Binh proposed that competent authorities reform salary policies.
He cited evidence that since 2004, the salary scale in the administrative sector has changed at least ten times, but it is still much lower than in other sectors and has not been calculated based on the employment coefficient. "This does not encourage civil servants and public employees to work and contribute," said Mr. Binh.
The delegate from Quang Nam province suggested that along with administrative reform, the National Assembly and the Government should boldly innovate salary scales and tables to attract talented people to work in state agencies and pay attention to the pension payment policy for those who retired before 1993 because the previous salary mechanism was very low.
Meanwhile, delegate Bui Van Phuong (Ninh Binh) assessed that the treatment policy for commune-level civil servants is still far behind that of cadres and civil servants in general, while this is the level closest to the people.
Supporting the general policy of reducing administrative apparatus and staff to have a source for salary increase, Mr. Phuong suggested that when implementing specifically, competent authorities need to listen and discuss carefully when calculating merger or separation.
“There is an idea to merge the three offices of the National Assembly, the People's Committee, and the People's Council into one, but in my opinion, it is not appropriate. Because these agencies are responsible for synthesizing, researching, advising the implementation committee, and then advising the People's Council to supervise, it is not objective and does not ensure the spirit of the Constitution,” Mr. Phuong stated his opinion.
Overcoming land speculation, deforestation, loss of officials
Speaking at the meeting, Deputy Secretary of Yen Bai Provincial Party Committee - Mr. Duong Van Thong suggested that in the National Assembly's resolution on implementing tasks in 2018, the objectives and solutions section should require raising awareness of law compliance and responsibility of people, businesses and civil servants. From there, responsible agencies should regularly inspect and supervise civil servants in performing their duties.
According to Mr. Thong, many experts, managers, and people have seen loopholes related to this issue, from compensation, site clearance, project implementation, from one support to another, unable to manage planned land, unable to manage the current status.
"Irresponsible land use conversion, forest land conversion, reporting that the forest is not stable to convert to other purposes leads to loss of resources" - Mr. Thong cited examples.
According to Mr. Thong, amending laws and policies related to land has the effect of re-directing the cash flow of many potential businesses and people to invest in production, overcoming land speculation, deforestation, and loss of officials.
"Investing in land, if we bypass policy loopholes and have corrupt officials to support us, we can disrupt planning and bring super profits to investors in this field," Mr. Thong stated his opinion.

Mr. Thong also pointed out that natural disasters in 2017 caused very heavy damage, in which the three provinces of Son La, Yen Bai, and Thanh Hoa suffered over 11,000 billion VND. In Yen Bai alone, just two rains and flash floods caused nearly 1,700 billion VND in damage, equal to 80% of the province's budget revenue in one year.
Currently, Yen Bai has more than 2,100 households that need to be relocated immediately, otherwise heavy rains will put them in danger. "I request the Government to provide urgent support and resolve immediate problems for the damaged provinces, including Yen Bai. I propose to increase the level of support capital from the central budget in the medium-term public investment plan to rebuild and repair infrastructure for the provinces," the Yen Bai provincial delegate proposed.
Meanwhile, Major General Sung Thin Co - Deputy Commander of Military Region 2 reported that the roads from the center of Ha Giang province to the border gate and intra-provincial roads are deteriorating, making it difficult for people to travel.
“Every time we request to meet with voters, people express their frustration. We request the Government to prioritize investment in the medium-term budget to serve the socio-economic development of Ha Giang province,” he said.
As a soldier who once fought to protect the Fatherland, Major General Sung Thin Co said that at border heights such as 1800A, B; 1030... there are still about 2,500 martyrs who died in the war and whose remains have not been brought back to their families.
“Nearly 30 years have passed, the families of martyrs only hope to see their children’s remains brought back to their homeland and family before they pass away. I request the National Assembly and the Government to provide full funding at one time to the Ministry of National Defense and Military Region 2 to be determined to bring all martyrs’ remains to the cemetery in Vi Xuyen, Ha Giang province in 2018-2019,” he suggested.
