According to delegate Bui Van Xuyen, the implementation of abolishing household registration and identity cards in a synchronous manner between ministries, branches and localities is also a difficult problem.

The Prime Minister has just issued Resolution 112, effective from October 30, 2017, on simplifying administrative procedures and citizen papers related to population management within the state management scope of the Ministry of Public Security.

Accordingly, the Government agreed to approve the plan of the Ministry of Public Security on eliminating procedures on household registration books and identity cards in population management to unify management by personal identification codes.

On the sidelines of the National Assembly session on the morning of November 6, National Assembly delegate Nguyen Huu Cau, Director of Nghe An Provincial Police, said that this is an effort of the Government and the Ministry of Public Security and that early implementation of this content will make social management more convenient, reducing cumbersome paperwork and procedures.

“I think this policy is completely reasonable. One is to reduce paperwork and procedures for people, to operate more quickly, effectively and promptly; without affecting State management. In terms of economy, it saves a lot. It is known that Hanoi is currently implementing and doing it effectively. In the near future, it will be very good if the provinces can implement and implement this,” said delegate Nguyen Huu Cau.

According to delegate Tran Hoang Ngan, Ho Chi Minh City delegation, recently, the implementation of declarations to filter household registration, add population, manage temporary residence, residence... has cost a lot of money and human resources. Abolishing household registration and identity cards and moving towards management by personal codes not only reduces administrative procedures but also saves a lot of money.

“This is an important step forward, leading to management based on the ID code of each citizen and when doing so, we will save a lot. Therefore, abolishing household registration to replace it with a more advanced form is also the process of us moving closer to a smart government and saving social costs. Only then can we organize, streamline the apparatus, leading to saving regular expenses, which is in the common goal of the National Assembly as well as the Government,” delegate Tran Hoang Ngan further analyzed.

Supporting the abolition of household registration and identity cards, delegate Bui Van Xuyen, Thai Binh delegation, said that this change will certainly affect other legal documents, but mainly sub-law documents. This matter needs to be reviewed by relevant agencies such as the Ministry of Public Security and the Ministry of Justice.

However, according to delegate Bui Van Xuyen, in order to implement synchronously and effectively as desired, the difficulties must first be resolved.

“The biggest difficulty in implementation now is resources, funding, facilities, human resources, and training of human resources to work in this field. Secondly, synchronizing ministries, branches, and localities is also a difficult problem because development is not uniform. There are localities with difficulties, there are ministries with difficulties. Only by doing everything can we create convenience for the people, but if we have this ministry and get stuck with that ministry, using some places and not using others, it still will not bring about the desired results,” commented delegate Xuyen.

Regarding the content of abolishing household registration books and identity cards, on the sidelines of the National Assembly session, Minister of Public Security To Lam said that the Ministry of Public Security will soon hold a press conference to fully and widely inform and answer questions about this content. However, for now, Minister To Lam affirmed that abolishing paperwork procedures does not mean abolishing management.

“There will definitely be management, but procedures will be simplified to serve the people. There will be measures to manage, not to abolish paperwork and abolish management. That is the principle.”./.
