National Assembly delegates are impatient about restructuring the apparatus and streamlining the payroll.
One of the reasons is the lack of guiding documents for uniform implementation across the country.
At the discussion session on socio-economics this morning, October 26, many delegates assessed that the policy of streamlining the apparatus and reducing staffing levels as stated in Resolution 6 of the Party Central Committee and Resolution 56 of the National Assembly is a correct policy, in line with the wishes of voters, with initial positive results such as reducing 15 departments under ministries, 189 divisions under departments and bureaus, reducing more than 86,000 staffing levels...

“Each place does it differently, while we have not yet organized a pilot model of summary and evaluation to replicate it widely. Many concerns and problems have not been resolved, the reduction of focal points and streamlining of the apparatus is still heavily mechanical, for example, the merger between Party agencies and State agencies. The merger of departments, offices, branches, some political and professional organizations... has not been thoroughly calculated on the basis of functions, tasks and legal regulations. It is recommended that the Government have synchronous direction to implement uniformly nationwide,” delegate Cao Dinh Thuong suggested.

Delegate Thang also stated that the reason was that the issuance of legal documents on reforming the State's administrative apparatus was still slow. Resolution 56 of the National Assembly clearly stated that in 2018, it was necessary to complete the issuance of documents regulating the functions, tasks, powers and organizational structure of ministries, ministerial-level agencies, and agencies under the Government, documents on functions, tasks, organizational structure, and specialized agencies under the People's Committees at the provincial and district levels, documents on classification criteria and conditions for establishing public service units by field... However, by the end of 2018, many documents had not been issued.

Sharing the view that streamlining the apparatus cannot be done overnight, however, delegate Ha said that it is time to clearly realize: the State budget and people's tax money cannot bear it when every year, regular expenditure still accounts for more than 60% of the total State budget expenditure. The remaining amount is not small for national defense and security. Delegate of Bac Lieu asked the question "So where is there to invest for development?". /.
