“Each place does it differently, while we have not yet organized a pilot model of summary and evaluation to replicate it widely. Many concerns and problems have not been resolved, the reduction of focal points and streamlining of the apparatus is still heavily mechanical, for example, the merger between Party agencies and State agencies. The merger of departments, offices, branches, some political and professional organizations... has not been thoroughly calculated on the basis of functions, tasks and legal regulations. It is recommended that the Government have synchronous direction to implement uniformly nationwide,” delegate Cao Dinh Thuong suggested.

Sharing the same view, delegate Pham Xuan Thang, Hai Duong delegation, pointed out the reality: Streamlining the payroll is difficult to achieve the target of reducing at least 10% from now until 2021. The number of public service units that are autonomous in both finance and regular expenditure accounts for only 0.2%. The internal organization of some ministries, ministerial agencies under the Government and specialized agencies under the People's Committee still has many focal points, many levels, not streamlined, operating effectively and efficiently. The socialization and delegation of autonomy to public service units is still limited, the arrangement of the organization of the apparatus is not really drastic...

Delegate Thang also stated that the reason was that the issuance of legal documents on reforming the State's administrative apparatus was still slow. Resolution 56 of the National Assembly clearly stated that in 2018, it was necessary to complete the issuance of documents regulating the functions, tasks, powers and organizational structure of ministries, ministerial-level agencies, and agencies under the Government, documents on functions, tasks, organizational structure, and specialized agencies under the People's Committees at the provincial and district levels, documents on classification criteria and conditions for establishing public service units by field... However, by the end of 2018, many documents had not been issued.

According to delegate Ta Van Ha, Bac Lieu delegation, the streamlining of staff has not focused on restructuring the staff, civil servants and public employees, and has not reduced the number of people with poor ethics, qualifications and capacity. The annual State budget for salary payment still accounts for a large proportion.

Sharing the view that streamlining the apparatus cannot be done overnight, however, delegate Ha said that it is time to clearly realize: the State budget and people's tax money cannot bear it when every year, regular expenditure still accounts for more than 60% of the total State budget expenditure.
