National Assembly deputies approved the draft Law on Surveying and Mapping with a rate of 92.61%.
(Baonghean.vn) - On the afternoon of June 14, continuing the 5th Session, under the direction of Vice Chairman of the National Assembly Phung Quoc Hien, the National Assembly passed the draft Law on Surveying and Mapping with 92.61% of the National Assembly deputies in favor.

With 9 chapters and 61 articles, the Law on Surveying and Mapping stipulates basic surveying and mapping activities; specialized surveying and mapping activities; quality of surveying and mapping products; surveying infrastructure works; information, data, surveying and mapping products; national geospatial data infrastructure; business conditions for surveying and mapping services; rights and obligations of organizations and individuals engaged in surveying and mapping activities; and state management of surveying and mapping.
The Law stipulates the basic principles in surveying and mapping activities, accordingly, surveying and mapping activities must ensure national sovereignty, unity, territorial integrity, national defense, security, social order and safety to meet the requirements of international integration; in accordance with international treaties to which Vietnam is a member; and timely application of scientific and technological advances. Information, data, surveying and mapping products must be updated, provided fully, accurately, and promptly, meeting the requirements of socio-economic development, national defense, security, resource and environmental management, natural disaster prevention and control, rescue, response to climate change, and improving people's knowledge...

Regarding the State's policy on surveying and mapping, the Law stipulates that the State invests in developing surveying and mapping activities to meet the requirements of State management, socio-economic development, and national defense and security. The State prioritizes investment in surveying and mapping activities to serve natural disaster prevention and control, search and rescue, environmental incident response, and climate change response; development and application of national geospatial data infrastructure; research, application, and development of surveying and mapping technology in an advanced and modern direction...
Regarding prohibited acts in surveying and mapping activities, the law stipulates that it is strictly forbidden to falsify or distort data, survey results and maps; destroy or damage survey infrastructure works; violate the protection corridor of survey infrastructure works. It is strictly forbidden to publish and circulate surveying and mapping products, map publications related to national territorial sovereignty that do not show or incorrectly show national sovereignty and borders.
In addition, it is strictly forbidden to obstruct the legal surveying and mapping activities of agencies, organizations and individuals; to take advantage of surveying and mapping activities to infringe upon national and ethnic interests, and the legitimate rights and interests of organizations and individuals...
The Law stipulates that the Government shall unify the State management of surveying and mapping activities nationwide. The Ministry of Natural Resources and Environment is the focal agency assisting the Government; Ministers, Heads of ministerial-level agencies, and Chairmen of provincial People's Committees in organizing inspections and handling violations in compliance with regulations on the conditions for the operation capacity of organizations and individuals participating in surveying and mapping activities under their authority.
The Law on Measurement and Mapping takes effect from January 1, 2019.
