National Assembly representatives from Nghe An province meet with constituents at their workplaces.
On the afternoon of October 16th, National Assembly delegates from the province, including Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation, and Tran Nhat Minh - a full-time National Assembly delegate, held a meeting with constituents at their workplace, the Office of the Provincial National Assembly Delegation and People's Council.

Also participating in the meeting were Comrade Nguyen Nam Dinh - Standing Vice Chairman of the Provincial People's Council; leaders, specialists, and staff of the Office of the National Assembly Delegation and the Provincial People's Council.

Proposals and recommendations to the National Assembly on 19 issues.
At the meeting with voters, leaders and staff of the Office of the National Assembly Delegation and the Provincial People's Council reflected on and proposed 19 groups of issues falling under the authority of the National Assembly, the Government, central ministries and agencies, and the province.

The most frequently requested and proposed issues to the National Assembly and the Government are the need to integrate the three national target programs on building new rural areas, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous regions; and to provide guidance for the next phase of these three programs as soon as possible.
On the other hand, it is suggested that the National Assembly and the Government study changing the assignment of agencies responsible for allocating resources to implement the three national target programs; the task of allocating and balancing local resources should be assigned to the Department of Finance, instead of to specialized departments and agencies, to avoid dispersing resources.

Some opinions suggest that the National Assembly should study policies for officials participating in lawmaking within the Office of the National Assembly Delegation and the Provincial People's Council, in accordance with Resolution No. 197, dated May 17, 2025, of the National Assembly; and amend Resolution No. 1206 of the National Assembly on the regime, policies, and operating conditions of People's Council representatives at all levels.

In addition, there are proposals to amend Resolution 594/UBTV QH on guiding the operation of the People's Councils; amend the Law on the supervisory activities of the National Assembly and People's Councils; and a resolution on voter outreach to align with the two-level government structure. There is also a proposal to increase the number of full-time members for the People's Council committees in the 2026-2031 term.

In addition, research is being conducted to revise the Land Law and the decree regulating land valuation methods, which currently have many shortcomings, causing difficulties for law enforcement agencies and citizens; this is also an area that generates many complaints, feedback, and petitions from voters and the public.

Regarding the operation of the two-tiered government system, in addition to affirming the correctness of the policy after more than three months of operation, which has streamlined administrative structures and increased autonomy for local levels, many opinions also reflected some difficulties concerning the legal framework, operating mechanisms, and methods of direction and management. They requested that the National Assembly, the Government, and central ministries and agencies pay attention to resolving these issues, especially in the areas of administrative reform procedures, land, civil registration management; investment and construction; finance and budget; and organizational structure…

Furthermore, many opinions also expressed concern about current social issues related to online fraud; traffic safety violations among students; illegal street racing; food safety and hygiene, etc.; despite strong directives, the situation has not improved, and it is requested that the National Assembly, the Government, and central ministries and agencies study and develop more effective and thorough solutions.
In addition, attention should be paid to reassessing the hydropower and dam planning in Nghe An after the floods and natural disasters, in order to develop policies to support investment in remediation, meeting development requirements and flood prevention and control.


Addressing and providing specific explanations on several issues.
Speaking at the meeting with constituents, Ms. Thai Thi An Chung, Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation, acknowledged and affirmed that the Provincial National Assembly Delegation will fully compile all suggestions and feedback to inform the National Assembly, the Government, and central ministries and agencies through the delegation's working activities at the 10th session of the 15th National Assembly, scheduled to open on October 20, 2025.

Directly addressing several issues related to three national target programs, policies and regulations for officials involved in lawmaking, policies for People's Council representatives at all levels, the implementation of the Land Law, land price tables, and pressing social issues; the Deputy Head of the Provincial National Assembly Delegation also requested that the Provincial People's Council, in its operations, work with provincial agencies and departments to resolve difficulties, obstacles, and inadequacies within its jurisdiction. Furthermore, he called for strengthening measures to reduce online fraud, traffic safety violations among students, food safety violations, and address difficulties in implementing the two-tiered government system.
