National Assembly delegates from Nghe An delegation met with voters at the workplace.
On the afternoon of October 16, National Assembly deputies of the provincial National Assembly delegation: Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation and Tran Nhat Minh - full-time National Assembly deputy had a meeting with voters at the workplace, the Office of the National Assembly Delegation and the Provincial People's Council.
Also attending the meeting were comrade Nguyen Nam Dinh - Permanent Vice Chairman of the Provincial People's Council; leaders, experts and staff of the Office of the National Assembly Delegation and the Provincial People's Council.
Propose and recommend 19 issues to the National Assembly
At the meeting with voters, leaders and experts of the Office of the National Assembly Delegation and the Provincial People's Council reflected and proposed 19 groups of issues under the authority of the National Assembly, the Government, central ministries and branches and the province.
The most concerned content, recommendations and proposals to the National Assembly and the Government are the need to integrate the three national target programs on new rural construction, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas; at the same time, there should be early orientation for the next phase for the three programs.
On the other hand, it is recommended that the National Assembly and the Government study and change the assignment of the agency in charge of allocating resources to implement the three national target programs; the task of allocating and balancing local resources should be assigned to the Department of Finance, instead of assigning specialized departments and branches to implement the program to avoid dispersion of resources.
Some opinions proposed that the National Assembly study and have policies for officials participating in law-making at the Office of the National Assembly Delegation and the Provincial People's Council according to Resolution No. 197, dated May 17, 2025 of the National Assembly; amend Resolution No. 1206 of the National Assembly on policies and working conditions of People's Council deputies at all levels.
Along with that is the proposal to amend Resolution 594/UBTVQH on guiding the activities of the People's Council; amend the Law on supervisory activities of the National Assembly and People's Councils; and a resolution on voter contact in accordance with the two-level government. There is also a proposal to increase the number of full-time members for the People's Council committees in the 2026-2031 term.
Along with that, the study to amend the Land Law and the decree regulating land valuation methods currently has many shortcomings, causing difficulties for public service agencies and people; this is also the area that generates many petitions, reflections and recommendations from voters and people.
Regarding the operation of the two-level government, in addition to affirming the correctness of the policy, after more than 3 months of operation, it has met the requirements of streamlining focal points and increasing autonomy for the grassroots; many opinions also reflected a number of difficulties regarding the legal framework, operating mechanism, and methods of direction and administration; requesting the National Assembly, the Government, and central ministries and branches to pay attention to resolving them, especially in the areas of administrative reform procedures, land, household registration management; construction investment; finance - budget; apparatus organization, etc.
In addition, many opinions also worriedly reflected many current social issues related to fraud on social networks; traffic safety violations among students; illegal racing; food hygiene and safety...; although there have been drastic instructions, the situation has not improved, suggesting that the National Assembly, the Government and central ministries and branches study to have more effective and radical solutions.
Along with that, it is necessary to re-evaluate the planning of hydropower plants and dams after the flood disaster in Nghe An to have policies to support investment to overcome and meet the requirements of development and flood prevention.

Speaking at the meeting with voters, member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation, Thai Thi An Chung accepted and affirmed that the Provincial National Assembly Delegation will fully synthesize the proposed opinions and reflections to inform the National Assembly, the Government and central ministries and branches through the delegation's working activities at the 10th session of the 15th National Assembly, scheduled to open on October 20, 2025.
Directly explain a number of issues related to 3 national target programs, on the regime and policies for cadres participating in law-making, policies for People's Council delegates at all levels, on the implementation of the Land Law, land price list and social issues that are arising; The Deputy Head of the Provincial National Assembly Delegation also requested the Provincial People's Council agency, in the process of its activities, together with provincial agencies, departments and branches, to remove difficulties, obstacles and shortcomings that are arising under local authority. At the same time, strengthen solutions to reduce online fraud, traffic safety violations among students, food safety violations and resolve difficulties in implementing 2-level government.
