National Assembly deputies meet voters in Do Luong and Anh Son districts
(Baonghean.vn) - On July 3, the National Assembly Delegation of Nghe An province had a meeting with voters after the 5th Session of the 15th National Assembly in Lac Son commune, Do Luong district and Cao Son commune, Anh Son district.

* At the meeting with voters of Cao Son commune (Anh Son), on behalf of the National Assembly delegates, delegate Tran Nhat Minh reported on the results and activities of the National Assembly Delegation of Nghe An province at the 5th session of the 15th National Assembly after 23 days of serious, urgent, scientific, democratic and highly responsible work.

In the spirit of democracy and frankness, voters attending the conference had many opinions and suggestions on issues related to health, education, natural resources - environment, anti-corruption...
Voter Ha Cao Anh Duyen, a cultural official of Cao Son commune, commented that currently, the exam to promote from specialist to senior specialist only applies to officials and civil servants working in state agencies from district level and above. Officials and civil servants at commune level are not eligible to take the exam to promote.
Voters suggested that the National Assembly consider regulating communal-level civil servants as subjects regulated by the Law on Civil Servants in order to create conditions to improve the quality of communal-level cadres and civil servants and facilitate the transfer of cadres and civil servants. At the same time, consider improving the regime and policies for non-professional workers at the communal level, because in reality, the work of this force is no different from that of civil servants, but the regime is very low.

In addition, Ms. Ha Cao Anh Duyen also reflected that currently, according to current regulations, students participating in health insurance must buy at school with a support level of 30%. Meanwhile, many students in the locality are from average households and enjoy the health insurance purchase policy with a support level of 50%, which causes disadvantages for them. Therefore, voters suggested that it should be regulated that those who enjoy many support policies at the same time can choose the policy with the highest support level.
Currently, commune-level civil servants in Anh Son district are concurrently in charge of two fields: Culture - Information and Labor - War Invalids and Social Affairs. However, Culture - Information and Labor - War Invalids and Social Affairs are two independent and different specialized fields, while civil servants are only trained in a certain field, so it is difficult to complete the assigned tasks well. Voters proposed to arrange for the cultural field to have 2 civil servants in charge of 2 specialized fields to ensure timely service to the people.
In addition, voters also suggested that Cao Son commune has many hills and mountains, making it difficult to build houses and other facilities for daily life due to regulations that prohibit soil from being transported out of gardens. To facilitate the people, voters suggested that the National Assembly consider amending this regulation in the Mineral Law.
Regarding traffic infrastructure, voter Pham Hong Thuy, hamlet 9, Cao Son commune, proposed upgrading National Highway 7 to facilitate trade from the mountainous areas to the lowlands as well as economic and foreign exchange activities between Vietnam and Laos.

The degraded power grid and weak voltage that cannot meet the needs of people's daily life and production have also been petitioned by many voters in Cao Son commune.
* At the meeting with voters of Lac Son commune (Do Luong) this morning, voter Doan Xuan Can proposed that the hamlet auction old cultural houses to create resources for building new cultural houses, reducing the cost of contributions to the people; consider increasing allowances for grassroots officials.
Regarding land acquisition and compensation for site clearance for project implementation in the area, voter Dao The Huy expressed his opinion that the time to apply the land price list is too long, causing disadvantages for the people, and suggested that the authorities should develop compensation prices that are appropriate to reality. For agricultural land, Mr. Huy suggested that an annual compensation price list should be developed.

In addition, voters of Do Luong district also requested that all levels review the price difference in converting agricultural land to production and business land; the treatment regime and health insurance regime for former Youth Volunteers; the constant change of textbooks, high book prices causing waste and affecting people's economy.
Policies on meritorious people; regimes of militia and self-defense forces; procedures for granting and exchanging land use rights; anti-corruption; attracting and increasing regular doctors to the grassroots level; building facilities and equipment for the commune-level police force; policies for the elderly;... the situation of too many sets of textbooks, not being able to be reused, high textbook prices causing waste and difficulties for the people were also reflected and recommended by voters of Anh Son and Do Luong districts to the National Assembly Delegation.
After the voters' feedback, representatives of some provincial departments and leaders of Anh Son and Do Luong districts received and directly explained issues under their authority.
On behalf of the National Assembly deputies, Mr. Hoang Minh Hieu - Standing Member of the National Assembly's Law Committee received and clarified a number of contents and recommendations from voters. At the same time, Deputy Hoang Minh Hieu thanked voters for their interest in the activities of the National Assembly as well as their concerns and recommendations to the National Assembly, all levels and sectors.

Delegate Hoang Minh Hieu also requested that local Party committees and authorities pay attention to reviewing the contents of voters' recommendations to resolve issues within their authority and recommendations, and coordinate to resolve issues within the authority of higher levels, ensuring the common development of the district and the interests of the people.
