On the afternoon of October 7th, the National Assembly delegates elected in constituency No. 3, including Mr. Pham Phu Binh - a full-time National Assembly delegate at the National Assembly's Committee on National Defense, Security and Foreign Affairs; Ms. Thai Thi An Chung - a member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation; and Ms. Hoang Thi Thu Hien - a member of the Provincial Party Committee, Vice Chairman of the Provincial Fatherland Front Committee, and President of the Provincial Women's Union, held a meeting with voters in Dong Thanh commune before the 10th session of the 15th National Assembly.

The session considered and decided on many important issues.

On behalf of the Provincial Delegation of National Assembly Deputies, Mr. Pham Phu Binh - a full-time National Assembly Deputy working at the National Assembly's Committee on National Defense, Security and Foreign Affairs - provided information on the program and content of the 10th Session of the 15th National Assembly.

Accordingly, the 10th session of the 15th National Assembly will open on October 20th and is expected to close on December 12th, 2025. This session will be held continuously in one phase to complete the session's agenda early.

Paying attention to the regulations and policies for cadres and civil servants.

Reflecting their thoughts and aspirations to the National Assembly representatives, voters in Dong Thanh commune unanimously agreed with the major policy of reforming the administrative apparatus, streamlining personnel, and reorganizing administrative units to suit the practical development, reduce the burden on the budget, and improve the efficiency of national management. Some policies that benefit the people include: tuition fee exemptions and reductions for students from preschool to high school.

In addition, voters in Dong Thanh commune submitted numerous petitions to the delegates regarding land management, the management of civil construction projects in the area, and the provision of clean water to the people. Voters requested that the competent authorities promptly issue directives to address these issues.

Voter Nguyen Dang Khoa, a resident of Dong Thanh commune, reflected: Village and hamlet officials are the people closest to the community. When hamlets are merged and the area and population increase, the workload and pressure on this team become greater. Voters hope the State will pay attention to increasing support for these individuals. At the same time, the State needs to consider policies to support those who participated in the battlefield to defend the Fatherland but have not yet received any benefits or policies; and increase support for the commemoration of fallen soldiers.

Regarding the regulations and policies for commune-level officials and civil servants, voter Le Thi Thuy reflected that after the commune mergers and the implementation of a two-tiered government system, commune officials have a heavy workload and increased pressure, but their regulations and policies are inadequate. She requested that the State pay attention to reforming the salary system, increasing income for officials and civil servants so they can work with peace of mind. At the same time, she suggested strengthening training and professional development for commune-level officials and civil servants to meet the demands of the new situation.

Land issues are among the topics that voters in Dong Thanh commune are concerned about and have proposed to National Assembly representatives, such as: low agricultural land prices, many shortcomings in inheritance, transfer, and land use conversion procedures, etc. The National Assembly needs to amend and supplement the Land Law to suit practical realities.

Accordingly, voter Dang Quoc Cu from Dong Thanh commune expressed concern about the excessively high land transfer tax. He suggested that the government should study and consider appropriate tax rates based on the actual needs of each individual when transferring residential land. Voter Dang Quoc Cu also expressed concern about the wasteful use of agricultural land due to its abandonment.

All levels and sectors need to study policies for restructuring agricultural production, crop diversification, attracting investors into agriculture, increasing production value, and boosting farmers' income.

Voters in Dong Thanh commune expressed their desire for the State and provincial-level ministries and departments to pay attention to economic development policies: high prices of goods and fertilizers, low prices of agricultural products, and a lack of stable markets for their products.

Authorities at all levels need to take measures to address the pig farm in Dong Thanh commune that is discharging waste into the environment, polluting water and air, and affecting the lives of local residents.

Voters raised concerns about the Clean Water Plant Project in the former Do Thanh commune, which was launched 12 years ago but still lacks clean water for daily use.

Some voters suggested that relevant authorities and departments should soon issue guidelines to communes on organizing mass organizations assigned tasks by the Party and the State, so that these organizations can begin operating as soon as possible.

Furthermore, voters in Dong Thanh commune also expressed concerns about the widespread appearance of counterfeit and substandard goods throughout the country in general and Nghe An province in particular; the increasing number of scams on social media, and requested that authorities intervene to prevent and address this situation. The government needs to resolutely deal with constructions that violate the protection corridor of the Vach Bac canal.
