On the afternoon of October 7, National Assembly deputies elected in constituency No. 3, including Mr. Pham Phu Binh - National Assembly deputy working full-time at the National Defense, Security and Foreign Affairs Committee of the National Assembly; Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation; Hoang Thi Thu Hien - Member of the Provincial Party Committee, Vice Chairman of the Provincial Fatherland Front Committee, Chairman of the Provincial Women's Union, had a meeting with voters of Dong Thanh commune before the 10th session of the 15th National Assembly.

Accordingly, the 10th session of the 15th National Assembly will open on October 20 and is expected to close on December 12, 2025. This session will be held continuously in one session to complete the session's agenda early.

During this session, the National Assembly will consider and decide on socio-economic issues, the State budget, supervision and other important issues. It will consider the Report on the assessment of the implementation results of the 2025 socio-economic development plan; decide on the 2026 socio-economic development plan; Report on the assessment of the implementation results of the 2025 State budget; decide on the State budget estimate and the plan for allocating the central budget in 2026...
Pay attention to policies and regimes for staff and civil servants
Reflecting their thoughts and aspirations to the National Assembly delegates, voters of Dong Thanh commune highly agreed with the major policy of reforming the administrative apparatus, streamlining the payroll and rearranging administrative units to suit the development reality, reduce the budget burden, and improve the management efficiency of our country today. Some policies that bring benefits to the people include: Tuition exemption and reduction for students from kindergarten to high school.
In addition, voters of Dong Thanh commune made recommendations to the delegates on many issues related to land management, construction management of civil works in the area, clean water supply for people... Voters requested that competent authorities should soon give instructions for units to resolve the above situation.
Voter Nguyen Dang Khoa - a resident of Dong Thanh commune, reflected: Village and hamlet cadres are the people closest to the people. When the hamlet is merged, the area increases, the population increases, the work of this team is more, and the pressure is greater. Voters hope that the State will pay attention to increasing support policies for these subjects. At the same time, the State needs to pay attention to having policies to support those who participated in the battlefield to protect the Fatherland but have not enjoyed any policies; at the same time, increase the support policy for worshiping martyrs.
Regarding the regime and policies for commune-level cadres and civil servants, voter Le Thi Thuy reflected that after the merger of communes, the operation of the two-level government has been implemented, the work of commune cadres has increased, the pressure has increased, but the regime and policies are not satisfactory. She suggested that the State should pay attention to reforming the salary regime, increasing income for cadres and civil servants to feel secure in their work. At the same time, strengthen training and fostering to improve the professional qualifications of commune-level cadres and civil servants to meet the requirements of tasks in the new situation.
The land sector is one of the contents that Dong Thanh commune voters are interested in and propose to the National Assembly delegates such as: Low agricultural land price list, many shortcomings in inheritance, transfer and conversion of land use purposes procedures, etc. The National Assembly needs to amend and supplement the Land Law to suit the reality.
Accordingly, voter Dang Quoc Cu in Dong Thanh commune expressed concern about the situation of land transfer tax being too high. The State needs to study and consider the actual needs of each subject when transferring residential land. Voter Dang Quoc Cu also expressed concern about the situation of abandoned agricultural land causing waste of resources.
All levels and sectors need to research policies on restructuring crops, attracting investors to agriculture, increasing production value, and increasing income for farmers.
Voters of Dong Thanh commune hope that the State, ministries and provincial departments pay attention to economic development policies: Prices of goods, fertilizers and materials are high, prices of agricultural products are low, and there is no stable place to consume them.
Authorities and sectors need to take measures to deal with pig farms in Dong Thanh commune that discharge waste into the environment, polluting water and air sources, affecting people's lives.
Voters raised the issue of the Clean Water Plant Project in Do Thanh Commune (old) which was implemented 12 years ago but until now there is still no clean water for daily use.
Some voters suggested that authorities at all levels and sectors should soon issue instructions to direct communes to arrange mass organizations assigned by the Party and State so that mass organizations can soon begin operating.
In addition, voters of Dong Thanh commune also expressed concerns and worries about the situation of fake and poor quality goods appearing in many places in the country in general and Nghe An province in particular; the situation of fraud on social networks is increasing, requesting the authorities to intervene to prevent and handle this situation. The government needs to resolutely handle constructions that violate the protection corridor of Vach Bac canal.
