It was determined that this person mobilized dozens of followers to go to Lam Vien restaurant, Hiep Hoa commune as well as chased, blocked, and surrounded the car carrying a group of 4 people, including two Dong Nai province police officers and a retired colonel.
Three days ago, Lieutenant Colonel Dinh Tu Anh, Lieutenant Colonel Nguyen Quang Truong (both working at the Department of Administrative Management and Social Order of Dong Nai Police), Colonel Huynh Bao Hung (former Head of the Fire Prevention and Rescue Department of Bien Hoa) and Mr. Pham Van Hien (35 years old, businessman) ate in VIP room 2 at Lam Vien restaurant, Bien Hoa city.
At 2:00 p.m., Mr. Hien showed signs of being drunk. As soon as he left the room, he vomited on the leg of Mr. Nguyen Tan Luong (38 years old), a guest in VIP room 8. Mr. Hien apologized but was not accepted and was punched in the face.
A few minutes later, Mr. Hien went to the next room (with about 10 people) to apologize, and a fight broke out, causing Mr. Luong's friend to be injured in the head. Hearing a lot of noise, the restaurant manager called security to intervene, and order was restored on both sides.
Not allowing Mr. Hien's group to leave, Luong called Giang and many tattooed men to come to the restaurant gate to block the 4-seater car. They continuously shouted, cursed, put rocks in front of the wheels and punctured the tires. After the police intervened, Lieutenant Colonel Anh's car drove towards Vung Tau Intersection.
However, when they had gone about 200 meters, Giang continued to direct his men to get in a pickup truck to chase and block them, with about 10 motorbikes locking the car behind them. This group surrounded the area and asked the group in the car to come out and "talk". Afraid of danger, the four people remained in the car and called the authorities for help.
15 minutes later, many 113 police, criminal police... appeared densely on both sides of the road to relieve the siege. The gang still did not let the four people in the car leave. It was not until the leader of Bien Hoa City Police appeared to "negotiate" that the incident was resolved after 2 hours of traffic jam.
