(Baonghean.vn) - On March 23, the Party Committee of Dien Thanh commune held its 23rd Party Congress, for the 2015-2020 term. This is the first grassroots Party committee selected by the Dien Chau District Party Committee to hold a model congress in the district.

Attending the congress were comrades Nguyen Van Hong - Member of the Provincial Party Committee's Inspection Committee; Duong Quoc Tuan - Head of the Party Member Department of the Provincial Party Committee's Organization Department; on the district side, there was comrade Tran Van Cuong - Secretary of the District Party Committee, Chairman of the District People's Council, comrades in the District Party Committee Standing Committee, and 179 delegates representing party members in Dien Thanh commune.

During the past term, thanks to the high level of unity and consensus within the Party Committee, the flexible management of the government, and especially the efforts of all sectors of the people, the economic situation remained stable and developed, people's living standards improved, the new face of the rural areas became increasingly evident; culture and society made significant progress; national defense and security were ensured; and Party building, government building, and the political system became increasingly strong.

Specifically, in terms of economics, the total value of production at the beginning of the term (2010) was nearly 139 billion VND, reaching nearly 389 million VND in 2015, meeting the congress's target; per capita income in 2010 was 12.35 million VND, reaching 33.1 million VND today, meeting the congress's target; the proportion of industry, construction, and services increased, while the proportion of agriculture decreased. The average growth rate was 19.8%, 2.8 times higher than the congress's target…

In addition, the congress also seriously acknowledged the unachieved results in order to evaluate and learn from experience, such as land consolidation and restructuring that have not lived up to their potential and have not been evenly distributed among villages…

Based on the targets that have been and have not been achieved, the congress set forth the main targets for the next term to continue leading implementation. Specifically: The growth rate of production value (average over 5 years) will reach 11% - 12%; the economic structure by 2020 will be 24.5% for agriculture, forestry, and fisheries; 21.5% for small-scale industries and construction; and 54% for services; per capita income will strive to reach 48 - 54 million VND by 2020… and other targets regarding Party building, government, the Fatherland Front, social affairs, education, health, national defense, and security…

After a day of work, conducted in a serious, democratic, and constructive spirit, the congress elected 15 comrades to the Executive Committee of the Party Committee of the commune for the 24th term (2015-2020); 5 comrades to the new Standing Committee; and elected a delegation of 6 comrades to attend the higher-level congress.
