11th Congress of Vietnam Journalists Association, term 2020 - 2025: Electing 52 Executive Committee members

On November 15, 2021, the Executive Committee of the Vietnam Journalists Association, term X, held the 16th Conference, thereby agreeing on the contents of the 11th Congress program, in which the Congress's personnel work was implemented according to the project approved by the Executive Committee of the Vietnam Journalists Association, term X. These are the personnel plans to participate in the Executive Committee, Standing Committee, Standing Committee, and Inspection Committee of the Vietnam Journalists Association, term XI, 2020-2025, with the conditions and ages according to regulations.

The 10th Executive Committee presented the 11th term personnel plan to the Congress. Specifically:

The number of members of the Executive Committee of the Vietnam Journalists Association, term XI, includes 57 comrades; the Standing Committee members include 17 comrades; the Standing Committee of the Association includes 4 comrades, including: 1 part-time President, 3 full-time Vice Presidents; the Association's Inspection Committee has 15 comrades.

Regarding the composition of the Executive Committee, the general principle must be to ensure inheritance, innovation, regional representation and association levels. The following factors must be ensured: women, youth, ethnic minorities from 10-12%.

In distributing the participation rate of the Executive Committee, attention should be paid to the specialized staff of the Central Committee of the Association; Leaders of agencies directing and managing the press; press training facilities; leaders of provincial and municipal Journalists Associations with a large number of members, branches of large press agencies, and types of press.

Based on the standards, structure, and composition of the Executive Committee of the 11th term Journalists' Association, on the basis of nominations from the Association levels, the new Executive Committee is expected to be structured as follows: Central Agency of the Association: 8 comrades; Representatives of 10 emulation clusters of 63 Journalists' Associations of provinces and cities: 24 comrades; each emulation region: 2 comrades; Hanoi Journalists' Association: 2 comrades; Ho Chi Minh City Journalists' Association: 2 comrades.

Representatives of 19 branches under the Central Association from 12-16 comrades.

The federation of major press agencies such as: Vietnam Television, Voice of Vietnam, Vietnam News Agency, Nhan Dan Newspaper each introduced 2 comrades. The federations: Office of the National Assembly, People's Army Newspaper, Ministry of Public Security, Ministry of Information and Communications, Central Propaganda Department, Ministry of Culture, Sports and Tourism, Finance sector, Thanh Nien Newspaper each introduced 1 comrade.

The structure and composition of the Standing Committee for the 2020 - 2025 term includes 17 comrades as follows:

The President and Vice President of the Association; 3 Central agencies of the Association: Inspection Committee, Professional Committee, Association Work Committee; Leaders of the Central Propaganda Department; Leaders of the Ministry of Information and Communications and 6 branches of the Journalists Association, each unit has one comrade; units: Vietnam Television, Voice of Vietnam, Vietnam News Agency, People's Army Newspaper, Ministry of Public Security and 2 comrades are the Presidents of the Journalists Associations of Hanoi and Ho Chi Minh City.

Regarding the election of the President and 3 Vice Presidents of the Association: The President of the Association works part-time, the Vice Presidents of the Association work full-time, of which 1 comrade is the Permanent Vice President.

The structure of the Inspection Committee is expected to have 15 members. The Head of the Inspection Committee is a member of the Standing Committee of the Vietnam Journalists Association; the Deputy Head of the Inspection Committee is a full-time Standing Member and each of the 13 inter-association units has 1 member.

Regarding the election balance: According to regulations, the balance to be elected is decided by the Congress but not more than 30% of the number of candidates to be elected, specifically the list of candidates for the Congress to elect must not exceed 74 people. On that basis, the Congress will elect 52 comrades to join the Executive Committee of the Vietnam Journalists Association, term XI; 5 other comrades will be added to the Executive Committee after the Congress.

The Executive Committee of the Vietnam Journalists Association, Term X, introduced 61 comrades for the Congress to elect to the Executive Committee, Term XI. In the afternoon session, the Congress introduced 2 additional comrades. Thus, there were 63 delegates nominated and running for election for the Congress to elect 52 comrades.

There were 474 delegates present to participate in the election. As a result, 52 comrades were elected to the Executive Committee of the Vietnam Journalists Association, term XI, 2020-2025. The Congress also elected 15 comrades to the Inspection Committee of the Vietnam Journalists Association, term XI, 2020-2025.

Next, under the chairmanship of comrade Le Quoc Minh - Member of the Party Central Committee, Editor-in-Chief of Nhan Dan Newspaper, members of the Executive Committee of the Vietnam Journalists Association, term XI, held the first meeting to elect the Standing Committee; elect the President and Vice Presidents of the Vietnam Journalists Association, term XI.

The 11th Congress of the Vietnam Journalists Association, term 2020-2025, took place from December 29-31 with 553 delegates representing 27,448 members, operating in 288 Association-level units, 63 provincial and municipal Journalists Associations, 20 Inter-Associations, and 205 Associations directly under the Central Association.
