The 13th Party Congress: Do not allow power-hungry, unethical people to enter the Party Committee
Harmoniously and reasonably handle the relationship between standards and structures, in which standards are the main ones; respect both virtue and talent, in which virtue is the root.
In order to rectify personnel work before the Party congresses at all levels, leading up to the 13th National Party Congress, the Party Central Committee Secretariat has just introduced a series of measures, emphasizing the tightening of discipline and order, and strict implementation of Party and State regulations and rules on personnel work.

In practice, since the 12th Congress until now, although many Directives and Resolutions have been completed, the work of cadres is still assessed to have shortcomings, creating negative public opinion among the masses.
These are "term thinking", "localism", "familiarity", "group interests", lack of democracy, lack of exemplary behavior, "respectfulness, leniency", "lobbying, lobbying, and taking advantage of each other" in planning, promoting, appointing, promoting ranks, implementing policies for cadres... It is a state of self-preservation, avoidance, fear of conflict, and not taking care of building a team of successor cadres. In some places, leaders reach retirement age, but do not proactively prepare replacements; there are cadres with poor organizational and discipline awareness, who do not comply with the assignments and transfers of competent authorities...
This is the third time the personnel issue for the new term has been specifically and directly mentioned after Directive 35-CT/TW dated May 30 of the Politburo and the instructions of the Party leader, General Secretary Nguyen Phu Trong in the article titled "Preparing and organizing well the Party Congresses at all levels towards the 13th National Congress of the Party".
The most general message given is: Resolutely screen and do not allow into the new Party Committee those who are not politically steadfast; have ambitions for power, qualities, abilities, and prestige that have declined; lack of exemplary behavior, lack of solidarity, localism, factionalism, opportunism, seeking positions, power, votes, corruption, negativity, "group interests"; bureaucracy, authoritarianism, lack of close attachment to the people; who themselves or their spouses or children violate Party regulations, State policies and laws, affecting the reputation of agencies and units...

So how to screen? According to General Secretary and President Nguyen Phu Trong, to screen, first of all, we must pay attention to the quality of Party committee planning, promote objectivity and impartiality in evaluating cadres, and handle the relationship between standards and structures in a harmonious and reasonable manner, in which standards are the main factor; respect both virtue and talent, in which virtue is the root... Personnel work needs to be carried out step by step, task by task, firmly, cautiously, closely, and according to procedures; strictly prohibit all manifestations of violating the principle of democratic centralism, seeking to promote one person and demote another, causing suspicion, and causing internal disunity... In particular, Party members with political problems must be examined and concluded by competent authorities before being recommended for election to the Party committee.
In order to ensure the quality of planning, the Secretariat has assigned the Central Internal Political Protection Subcommittee and internal political protection agencies at all levels to review, examine, appraise, and clearly conclude political standards for cadres under their authority; and propose specific levels of use and arrangement for competent authorities to consider and decide.
At the same time, the Secretariat also assigned the Central Organizing Committee, the Central Inspection Committee, the Central Party Office, the Central Party committees and relevant agencies, according to their functions, tasks and authority, to inspect and supervise personnel work according to current regulations; promptly report to the Politburo and the Secretariat on implementation results and take measures to rectify and strictly handle organizations and individuals who violate the regulations.
The close and specific instructions for preparing new personnel are clearly based on practical experiences and "blood and bone" lessons learned after the 12th Congress and previous terms to have a team of "both red and professional" cadres.
