"We do not want to start any wars and arms races," Russian Ambassador to the US Antonov said while speaking at the University of Pennsylvania.
He noted that the Russian Federation and the United States have many differences, including on Venezuela and Syria.
"Russia is against the policies of some countries that have created the situation we are facing today in Libya," Antonov said.
At the same time, according to him, Russia cannot impose its rules on other countries and operate according to international law, without following the "rules-based world order" as the United States represents.
But, he also said that the two countries could resolve their differences.
"If there is political will, we can find a solution," said Mr. Antonov.
