Crime rate is down
In 2018, the authorities investigated and discovered 869/1,036 cases of social order violations, arrested and handled 1,358 subjects, reaching a rate of 83.9%. Discovered and arrested 1,238 cases, 1,525 subjects for drug crimes; 8,900 cases, 9,213 subjects for crimes and violations of the law on economic management order, positions and environment; 1,061 cases, 4,699 subjects for gambling; 57 cases, 181 subjects for prostitution.
Authorities seized more than 100 kg of heroin; 8 kg of synthetic drugs; 176,999 synthetic drug pills; 108.5 kg of crystal meth; 1.4 kg of marijuana; 15.8 kg of opium and 1 ton of explosive precursors; 7.9 tons of firecrackers; 1,317m3and 11.7 tons of various types of wood. Money, goods and other assets totaled more than 68.1 billion VND.
The sectors have directed the construction of 7 new models to ensure security and order, and sent more than 900 cases to compulsory drug rehabilitation facilities. The police sector has eliminated 32 gangs of property theft, robbery, extortion, and debt collection; prosecuted 16 cases, 113 defendants for high-tech crimes. Nghe An is the first province in the country to prosecute defendants for violations of regulations on land auction activities and violations of regulations on resource exploitation.

The sectors in the steering committee have effectively implemented propaganda and mobilization work among the masses in crime prevention and control, gradually raising legal awareness and awareness of participating in crime prevention and control.

Some models of mass movements to protect national security and order built in communes and towns are still formalistic; propaganda, mobilization, education and dissemination of laws have not yet met requirements. The participation of some sectors and organizations is sometimes not drastic and not very effective.
At the conference, representatives of various sectors frankly evaluated and gave suggestions for the steering committee to operate more effectively in the coming time. Many issues were analyzed to ensure the effectiveness of crime prevention, social evils and the movement to protect national security.
Concluding the conference, Colonel Nguyen Huu Cau - Member of the Provincial Party Committee Standing Committee, Director of the Provincial Police Department, Deputy Standing Committee of the Steering Committee said that in 2018, Nghe An maintained security and order, no complicated incidents occurred; crime decreased, no wrongful convictions occurred. The Ministry of Public Security assessed that Nghe An province was the most secure and safe in many years.

However, according to Colonel Nguyen Huu Cau, in 2018, although there was a significant decrease, land encroachment cases in the Church, opposition by reactionary elements, and mass complaints among the people still occurred.
"Crime has decreased compared to last year, but new crimes have emerged such as fetal trafficking, illegal credit, high-tech crimes, and land auctions. This year, the number of drug crimes, suspects, and seized evidence has increased. This is an achievement but also shows the complexity of this type of crime," said Colonel Nguyen Huu Cau.
In 2019, Nghe An determined to strengthen the relationship between the clergy and the people, launch an effective movement to protect national security, and focus on reducing the rate of all types of crimes by 4%. Sectors need to step up sending people to drug rehabilitation centers and reformatories. The police sector will fight strongly against crimes related to drugs, black credit, land auctions, and property extortion.
