50,547 people downsized
The outstanding results of the Home Affairs sector in 2019 were affirmed by Deputy Minister of Home Affairs Nguyen Trong Thua at the conference, which is focusing on implementing the Conclusions, Resolutions, and Decisions of the Politburo, the National Assembly, the Government, and the Prime Minister; focusing on reorganizing the apparatus, streamlining the payroll, and improving the quality of the staff and civil servants.
Accordingly, the organizational structure has been initially streamlined and staffed, contributing to improving the capacity and operational efficiency of the political system, saving budget expenditures, reducing regular expenditures, reforming salaries; at the same time, gradually improving the quality of the contingent of cadres, civil servants and public employees.
From 2015 to November 30, 2019, the country has reduced 50,547 employees. Of which, the number of employees working in public service units receiving salaries from the state budget in 63/63 provinces and cities nationwide decreased by 4.26%; the number of employees in 20 ministries, ministerial-level agencies and 8 government agencies decreased by 11.85%.

Administrative reform continues to be implemented more vigorously; the settlement of administrative procedures for people and organizations is increasingly open, transparent, and convenient; administrative discipline and order at all levels and sectors are tightened.
Training and fostering activities for cadres, civil servants and public employees are organized and implemented in accordance with the planning, schedule and progress requirements; promoting innovation in programs, content and improving the quality of training and fostering cadres and civil servants, suitable for the training and fostering subjects.
People's freedom of belief and religion is increasingly guaranteed, creating positive public opinion in society, strengthening the trust of religious organizations in the State's policy of respecting freedom of belief and religion.
Implementing the tasks of 2020, the Home Affairs sector continues to set out drastic measures, enhance the responsibility of leaders in implementing administrative reforms; focus on perfecting institutions on organizational apparatus at all levels; managing payroll associated with job positions; building and managing the team of cadres, civil servants, and public employees; reforming salary policies...

Speaking at the conference, Deputy Prime Minister Truong Hoa Binh affirmed: 2020 is the final year of implementing the 5-year socio-economic development strategy and plan 2016-2020; this is also the year of Party congresses at all levels, towards the 13th National Party Congress; therefore, the Home Affairs sector needs to deeply understand its role and tasks to focus on implementation.
Focus on building institutions; reviewing and developing new regulations and policies on organizational structure, civil servants, public services, and cadres; regulations on planning, training, fostering, recruitment, appointment, and discipline of cadres and civil servants.
Recruitment, promotion, evaluation and classification of cadres and civil servants must be public, transparent and true to substance. On that basis, planning, appointment, reward, discipline and staff reduction must be correct and targeted to the right people and objects.
