Ensuring healthcare services during the National Day holiday on September 2nd.
During this National Day holiday on September 2nd, all medical units in Nghe An province have fully deployed their 24/7 emergency response systems, ensuring treatment and emergency care for patients.
The emergency response needs to be well organized.
To ensure healthcare services during the National Day holiday on September 2nd (4 days, from August 31st to September 3rd, 2024), on August 29th, 2024, the Nghe An Department of Health issued Official Letter No. 2864/SYT-NVY regarding ensuring healthcare services during the National Day holiday and the start of the new school year, addressed to public and private healthcare units.
Accordingly, the Department of Health requested that units arrange reasonable holiday schedules; assign officials, civil servants, and employees to be on duty 24/7 during the holidays to handle work and provide good healthcare services to the people; and develop plans to coordinate with the police and relevant forces in the area to ensure security, traffic safety, crime prevention, and fire safety at the unit.
Healthcare facilities should develop plans to ensure a reliable 24/7 emergency response system. In addition to the main on-call team, each unit should have a backup on-call team that can be deployed when needed.
Organize emergency services and medical examinations effectively, maintain sufficient reserves of medicines, blood, intravenous fluids, and necessary equipment and supplies for emergency care and treatment; develop plans to respond to potential outbreaks of disease, poisoning, and mass casualty incidents during the National Day holiday on September 2nd, 2024, and the opening of the 2024-2025 school year.
The Department of Health also requested the Nghe An Provincial Food Safety Sub-Department to strengthen food hygiene and safety work, paying particular attention to places processing and producing goods for the National Day holiday on September 2nd, 2024, and during the opening of the 2024-2025 school year, as well as places with collective kitchens (industrial parks, export processing zones, etc.); and to resolutely handle establishments that violate food hygiene and safety regulations according to current regulations.
Ensure 24/7 availability.
Following directives from higher authorities and relevant agencies, healthcare units throughout the province have developed and implemented plans to ensure healthcare services during the National Day holiday. Units have clearly assigned tasks and responsibilities to each department and unit; and instructed all staff and employees to strictly adhere to regulations… ensuring the continued provision of medical examination, treatment, and emergency care during the holiday.

Dr. Nguyen Trong Hieu, Deputy Director of Vinh City General Hospital, said: During the holiday period, the hospital will not be providing outpatient services (including on-demand examinations) at both facilities. However, the hospital will still provide 24/7 emergency services in all departments (clinical and paraclinical) and related rooms to receive and treat patients in emergency situations.
To ensure continuous operation and patient treatment, the hospital requires departments to review and assign on-call personnel according to four levels; ensuring that personnel have sufficient competence, professional qualifications, and experience to handle emergencies, inpatient treatment, and specialized work; absolutely no on-call personnel who do not meet the job requirements will be assigned. The hospital strictly prohibits staff from leaving their positions under any circumstances.
Specifically for the Nephrology and Dialysis Department, detailed and specific work shifts are arranged to ensure safety during dialysis for patients, especially on holidays. Inpatient departments ensure adequate facilities, equipment, medications, medical supplies, chemicals, and patient rooms to support the monitoring, care, and treatment of patients.
Dr. Trinh Xuan Nam – Deputy Director of Nghe An Friendship General Hospital also stated: In addition to assigning centers and departments to perform their professional duties to the best of their ability, the hospital has also requested departments and units to ensure essential conditions for inpatient treatment. The hospital has instructed the in-hospital and out-of-hospital emergency teams to be ready with vehicles, equipment, medicines, etc., to transport and provide emergency care to patients when needed.
