Ensure the supply of coal to thermal power plants.

Deputy Prime Minister Hoang Trung Hai issued Decision 299/TP-VPCP, requiring ministries and agencies to effectively carry out tasks to ensure coal supply and infrastructure to provide sufficient coal for thermal power plants.

To ensure national energy security, the government has implemented a policy of diversifying primary energy sources for electricity production. In addition to traditional fuels (coal, oil, natural gas) used for power generation, research and development of nuclear power plants, thermal power plants using liquefied natural gas (LNG), and new energy sources (wind and solar). However, in the next 10-20 years, coal-fired thermal power plants will continue to develop and account for a large proportion of electricity production.

Accordingly, the Deputy Prime Minister instructed the Ministry of Industry and Trade to promptly complete the calculation of electricity supply-demand balance, propose adjustments to the progress of power generation projects, and thereby determine the annual demand for various fuels: coal, natural gas, LNG, etc., for electricity production. Coal demand needs to be analyzed in detail by type, source (domestic, imported), supplier, and transportation plan to each power plant and each power center in the coming years.

At the same time, the Vietnam Coal and Mineral Industry Group was instructed to accelerate the progress of preparing the investment project for the Mekong Delta Coal Transshipment Port, to be completed before August 31, 2014.

In addition, the Steering Committee for Coal Imports should strengthen its activities to support corporations in sourcing and negotiating coal import contracts with partners; and review the content of coal purchase and sale contracts, especially the import price, before corporations sign contracts with partners as required.

The Vietnam Oil and Gas Group is studying options for transporting coal to supply the Long Phu 1 and Song Hau 1 thermal power plants; one option is to build a temporary coal import terminal at Duyen Hai port, near the import terminal of the Vietnam Electricity Group (EVN).

The Deputy Prime Minister also requested the Vietnam Electricity Group to accelerate the implementation of the Vinh Tan 4 project, coordinate with the investor of the Vinh Tan 3 project to expand the Vinh Tan port; and coordinate with experienced consultants to conduct research on burning blended coal in the Group's power plants.
