Ensuring rights for contract teachers in Nghe An
This is one of the opinions presented at the year-end conference of the Nghe An Education Trade Union.
On the afternoon of August 20, the Education Trade Union held a conference to summarize the 2023-2024 school year and deploy tasks for the 2024-2025 school year.
Also attending were comrade Thai Van Thanh - Member of the Provincial Party Executive Committee, Director of the Department of Education and Training; representatives of relevant departments, branches and grassroots trade unions.
There is no policy to guarantee contract teachers.
The Education Trade Union currently directly manages 102 grassroots trade unions with 7,220 workers, and coordinates with the Labor Federations of districts, cities, and towns to direct 1,654 school trade unions with a total of more than 53,000 cadres, teachers, and workers.

In the 2023-2024 school year, the Nghe An Education Trade Union has been flexible in directing, operating and seriously and effectively implementing the directions of the Party Committee of the Department of Education and Training and the Provincial Labor Federation. Thereby, it has made an important contribution to the overall achievements of the Nghe An Education sector when it continues to maintain its top position nationwide in terms of excellent students; the quality of comprehensive education has been significantly improved.
In caring for union members and workers, the Education Trade Union always organizes practical activities, focusing on the grassroots level, focusing on improving the capacity of union staff and taking better care of and protecting cadres, teachers and workers. Actively guiding grassroots trade unions to coordinate with professionals to improve cultural and spiritual life, relieve pressure and difficulties in work for cadres, teachers and workers.
In the 2023-2024 school year, the Education Trade Union took care of 73 educational institutions, 1,786 officials, teachers, workers and 6,558 students with a total amount of nearly 2.3 billion VND.

At the conference, delegates shared their experiences in their work and made recommendations on issues such as policies for workers; lack of funding for trade union activities in non-public units; innovation in trade union activities...
Many opinions have also pointed out a number of causes and problems in trade union work, such as in some units, the direction, support and facilitation of trade union activities have not received due attention; a small number of trade union officials have not spent adequate time on trade union activities; have not been proactive in innovation and have not been sensitive to reality; have not spent much time studying and researching trade union activities, especially the necessary knowledge to represent and protect the legitimate rights and interests of workers.

In particular, some opinions also expressed concern that currently in Nghe An province, there are still thousands of teachers under contract with the district, the school and teachers in non-public schools; among these, many teachers do not have guaranteed policies. Many teachers are having to sign contracts by school year, the salary and insurance regime are not suitable... making them not feel secure in their profession.

Teachers continue to be flexible and innovative in teaching.
Speaking at the conference, Director of the Department of Education and Training Thai Van Thanh highly appreciated the achievements of the Education Trade Union. Thanks to that, the rights and interests of union members are taken care of and ensured, and movements, sports, cultural and artistic activities are launched and spread.
Entering the 2024-2025 school year, the first year of implementing exams under the new General Education Program. Therefore, the Director of the Department of Education and Training requested the Industry Union to continue to encourage teachers to be flexible and innovative in teaching and learning in accordance with the actual situation.
The head of the Education sector also requested that the Trade Union continue to pay close attention, encourage and support both materially and spiritually to each union member, cadre and worker. The sector will create the most favorable conditions in terms of policies and mechanisms to encourage teachers to contribute.

The leaders of the Department of Education and Training also shared and accepted opinions on policies for teachers working in non-public schools and contract teachers. These will be the contents proposed by the sector to relevant authorities and continue to contribute comments in the revised Law on Teachers to ensure the rights of workers.
At the program, the Industry Union awarded the Emulation Flag of the Provincial Labor Federation to the grassroots union of Ha Huy Tap High School. In addition, many collectives and individuals were awarded Certificates of Merit and Certificates of Merit by the Vietnam Education Trade Union, the Education Industry Trade Union and received the Commemorative Medal for the cause of building the trade union organization of the Vietnam General Confederation of Labor.
