Ensuring communication and effective response to natural disasters

(Baonghean.vn)-On the afternoon of April 2, the Department of Information and Communications of Nghe An province held a conference to summarize the flood and storm prevention work of the sector in 2013 and deploy tasks for 2014. Attending the conference were representatives of the Provincial Flood and Storm Prevention Command, functional departments and offices under the Department of Information and Communications, telecommunications agencies and members of the Flood and Storm Prevention Command of the Information and Communications sector.

In 2013, the climate and weather conditions were complicated, with frequent storms and floods, which greatly affected the communication work of the industry. In particular, prolonged heavy rainfall caused by storms caused flooding in many places, causing severe damage to the infrastructure of the postal and telecommunications network. Storms No. 10 and 11 affected the delivery of postal items in many districts in the province. Storm circulation caused widespread heavy rain, affecting the smooth flow of information, communication, letters and parcels on two important routes, National Highway 7 and National Highway 48 of the province. Tornadoes and lightning caused poles to fall and damage telecommunications equipment in Nghe An province.

However, thanks to the good implementation of direction and response to natural disasters, storms and floods, the strict implementation of telegrams from the Central and the province as well as the readiness with plans to respond to natural disasters in the spirit of 4 on-site, the information and communication sector has minimized many damages caused by natural disasters, storms and floods in 2014. In particular, in the past year, the sector has successfully organized a drill to respond to natural disasters, storms and floods, organized inspections at units on natural disaster prevention plans, and coordinated with relevant agencies to strengthen propaganda work on natural disasters, storms and floods.

The coastal telecommunications station organizes the reception and broadcasting of accurate, timely, and sufficient frequency bulletins, covering warnings and forecasts of natural disasters at sea by various methods and on prescribed frequency channels, especially the 7906 KHz frequency channel reserved for fishing vessels; improving the quality of receiving and processing information on natural disaster prevention at sea. Nghe An Newspaper has organized dozens of topics, 10 video clip reports on propaganda work on natural disaster prevention and control; published nearly 200 news articles, photos, photo reports, and reports on natural disaster prevention and control on Nghe An Daily Newspaper and Nghe An Electronic Newspaper. Nghe An Newspaper has invested in many operational means and professional tools to work in stormy and rainy conditions, dispatching hundreds of reporters to the base, grasping the situation, reflecting the preparation of flood and storm prevention plans as well as overcoming the consequences of storms and floods. The provincial Radio and Television Station has proactively developed and broadcast 5 topics on natural disaster prevention and control; News programs promptly reflect the work of flood prevention and control and overcoming consequences of localities in the province. At the summary meeting, delegates discussed plans to respond to natural disasters and floods in the context of increasingly complex and severe climate change, and at the same time, reorganized the Flood and Storm Prevention Command of the Information and Communications sector in 2014.
