'Skillful mass mobilization' creates consensus among people in remote district

Taking advantage of the terrain of Co stream with cool water source and beautiful natural scenery, the Party Cell, Executive Committee of Quang Phuc village, Tam Dinh commune (Xiangyang District) has deployed many clever mass mobilization models to build the village into an eco-tourism destination associated with community tourism.

Quang Phuc Village Party Secretary Lo Van Tung said: In addition to propagating and mobilizing people to maintain environmental hygiene and protect natural landscapes, the Party Cell also issued a resolution to establish Khe Co Service Cooperative; develop a folk song and dance club with 21 members to serve both community activities of the village and participate in serving tourists. In addition, resolutions on preserving traditional weaving, rattan and bamboo weaving, and Thai cuisine have also received the support of the people.

Thanks to skillful mobilization, Quang Phuc is also a pioneer in the new rural construction movement. Recently, Quang Phuc village has also zoned off and placed signs to build a specific model of Mat fish within a radius of about 1km. "This is a model that both protects aquatic resources and serves tourism, so the rules and regulations have been added to the village's conventions and covenants" - Party cell secretary Lo Van Tung added...

Not only Quang Phuc village, but also many other villages in some communes in the district have implemented this model. People agree with the regulations of not fishing in prohibited areas, not using toxic chemicals, electric shocks and other destructive methods and complying with administrative sanctions if violating for the purpose of developing ecotourism associated with conserving natural resources.

Another model that has left many impressions and is being replicated at the grassroots level in Tuong Duong in recent times is the model of "Great Solidarity Flower Road". Typically, in Tam Thai commune, grasping the aspirations of the people who agree and highly respond to the policy of planting flowers to create shade and beautify the landscape, the Party Committee and the government have directed the Fatherland Front of the commune to establish a Social Fund Mobilization Committee to build the "Great Solidarity Flower Road", build a zalo group "Tam Thai my homeland" to call on agencies, business units inside and outside the commune, households in the area and children far from home to support.

As a result, after more than 1.5 months of launching, the Campaign Committee received 114 million VND in support to buy materials and seedlings to plant 550 Lagerstroemia, Royal Poinciana, and Wallflower trees along a 7.5km length along National Highway 7A and Provincial Road 514B passing through the area. Villagers, especially households along both sides of the road, also took responsibility for care and protection, with tags of households and organizations attached to each tree trunk. Thanks to that, the number of trees surviving well is over 90%. Mr. Lo Van Huy - Secretary of the Party Committee of Tam Thai commune said: Currently, in addition to maintaining the Tam Thai market, the commune has built the Dooc Bua eco-tourism site, planting flowers on both sides of the road will create a highlight to attract tourists to the commune.

Through the movement “skillful in mass mobilization"Many practical models in various fields have been built and replicated in Tuong Duong district, contributing to improving the material and spiritual life of the people; bringing 5 communes to the new rural finish line on schedule.

During the period of 2016-2020, Tuong Duong district has built 306 typical collective and individual models in various fields. Of which, the economic field has 45 collective models, 126 typical individuals; the defense-security field has 24 collective models; 3 typical individuals; the socio-cultural field has 54 collectives; 25 typical individuals; the field of building the political system has 19 collectives, 10 typical individuals.

Bringing mass mobilization work into depth

According to Mr. Luong Ba Vin - Head of the Mass Mobilization Committee and Chairman of the Fatherland Front of Tuong Duong district: In order for mass mobilization work to go into depth, the district has determined not to propagate and mobilize in general but to attach it to specific models and tasks close to each locality and unit. For example, in the economic field, Party committees and authorities at all levels have directed the political system to skillfully mobilize mass mobilization to focus on changing thinking, production methods, and encouraging the sense of self-reliance to escape poverty of ethnic minorities.

The Passion Fruit Cooperative in Huoi Co village (Nhon Mai commune) has encouraged people to abandon their old production habits, boldly plant 65.52 hectares of passion fruit and contact companies to purchase products for the people. Currently, the model that the Cooperative is implementing is to grow melons interspersed with passion fruit and raise black chickens, deducting expenses each year for an income of about 800 million VND - 1 billion VND. The model of "Growing red turmeric" in Huoi Son village, Pha Lom (Tam Hop commune) has both developed the economy, brought in income, contributed to sustainable poverty reduction, and prevented illegal migration in border areas...

Regarding individuals, there are more and more good production and business models that create jobs and income for local workers, such as the livestock, forest planting, and grocery selling model of Mr. Kha Van Hung, Yen Son village (Yen Na commune) with an annual income of 250-300 million VND; the forest planting model combined with buffalo and commercial fish farming of Mr. Luong Van Dung, Xop Chang village, Yen Hoa commune; the NTM standard garden model of growing dragon fruit combined with livestock farming of Mr. Tong Van Chien, Bai So (Tam Quang) with an annual income of 300-320 million VND.

In the cultural and social field, through skillful mass mobilization in the movement of the whole people uniting to build a cultural lifestyle in residential areas, the rate of cultural families reached 76.5%; cultural villages reached 79%; grassroots cultural institutions continued to be strengthened, with 148/146 villages having public cultural houses, 13/17 communes having cultural houses, 5 communes having standard cultural and information institutions...

Promoting the achieved results, in the coming time, the Standing Committee of Tuong Duong District Party Committee will continue to direct the mass mobilization system, the Fatherland Front, and social organizations to continue to maintain and sustainably develop existing models; build and replicate new models, especially in the economic field, suitable to the strengths of each region, climate and soil of each locality.

Strive for each district-level organization to build 1-2 pilot models of "skillful mass mobilization"; each commune and town to build 3-5 pilot models. In particular, focus on building models in difficult and specific areas; focus on solving urgent and concerned issues of the people.
