Unleash the power of the people.

Visiting Quynh Doi commune (Quynh Luu district) today, one can feel the determination and shared vision of the Party committee, government, and people here. The commune has completed 19 criteria for new rural development and is submitting applications to higher authorities for recognition as meeting the standards. In the near future, the commune will also develop a model rural development project... This bustling atmosphere stems from over a year of concentrated effort, allowing them to finally breathe a sigh of relief at achieving the goal of new rural development.

Over the past year, Quynh Doi has constructed 13.5 km of concrete roads, with a total cost of nearly 8 billion VND, of which the people contributed more than 3 billion VND; the investment in infrastructure such as electricity, roads, schools, and health stations amounted to more than 64 billion VND, of which businesses and people from outside the locality contributed nearly 13 billion VND, and the local people contributed more than 4 billion VND. When asked why an area without commercial services had such a large amount of funding contributed by the people for infrastructure development, Mr. Ho Bao Thong - Deputy Secretary of the Party Committee - Head of the Mass Mobilization Department of Quynh Doi, said: It is because Quynh Doi has an effective mass mobilization team. They are commune and village officials, elderly people, and officials of mass organizations, each assigned a specific task to implement the grassroots democracy regulations so that "the people know, the people discuss, the people do, and the people inspect." In the commune, Mrs. Phan Thi Hanh Trang, over 80 years old, is still enthusiastically involved in community mobilization. Her words and actions have a wide-ranging impact. For example, when there was a campaign to mobilize the people to contribute to infrastructure development, she immediately went from house to house to encourage people to contribute. The people respected and trusted her work, so they all felt a sense of responsibility and obligation.

Quynh Luong commune has also completed 19 criteria for the new rural development program. This achievement is due not only to the efforts of the Party committee, the government, and the people's internal strength, but also to the crucial role of mass mobilization. Here, "skillful mass mobilization" is implemented at all levels of government and mass organizations, especially the members of the Veterans Association. Whenever there is a movement or campaign with their participation, the people enthusiastically comply. Therefore, the Party committee and government have built a model of skillful mass mobilization led by the Veterans Association, thus achieving high results. Mr. Ho Lam Thong, head of Hamlet 3, Quynh Luong commune, said: "The people listen to us because they see that we are willing to donate land and gardens for the common good..." These concrete and practical actions in mass mobilization contribute to the success of a correct policy and a major campaign in Quynh Luong.

2014 was a breakthrough year in the final stretch of the new rural development movement. Party committees at all levels promptly directed the implementation of the "Skilled Mass Mobilization" emulation movement and guided the selection and honoring of exemplary models and examples in the "Skilled Mass Mobilization" emulation movement, linked to participation in building "New Rural Areas". The content of "Skilled Mass Mobilization" focused on key, practical tasks, new and difficult tasks, and pressing and complex issues at the grassroots level. To date, 5,833 out of 5,833 hamlets, villages, and neighborhoods throughout the province have established mass mobilization teams. These teams have effectively played their role, regularly engaging closely with the people, promptly grasping their thoughts and aspirations, thereby effectively promoting the people's direct democratic rights.

Throughout the province, where new rural areas are changing every day, there is a competitive atmosphere of development, largely thanks to effective mass mobilization work. In Son Thanh commune, there are many exemplary cases of donating land and fences, and even a village head dismantling three tiled-roof houses to hand over the land for the village to build internal village roads. Similarly, in Hoa Son commune – one of the leading localities in the rural road construction movement in Do Luong district – every road from National Highway 7 has been upgraded and newly constructed, connecting to the villages and hamlets of the commune. Mass mobilization work here is divided into many fronts, with mass mobilization considered the key to success in concretizing Party resolutions into mechanisms and policies that bring practical benefits to the people, such as supporting infrastructure construction, building large-scale model fields, and developing economic models...

"Removing" the difficult part and weaknesses

In implementing the Action Program for Resolution No. 25-NQ/TƯ (11th Congress) on mass mobilization work, the Provincial Mass Mobilization Committee advised on Project No. 09-DA/TU, dated August 25, 2014, of the Provincial Party Standing Committee on "Implementing mass mobilization work and grassroots democracy regulations in planning, construction, and implementation of socio-economic development investment projects, compensation for land clearance, and resettlement land acquisition." Accordingly, in the past year, in most areas with key projects, the pressing issue of land clearance has always been emphasized by all levels and sectors, with specific responsibilities assigned to working groups to develop meticulous plans and propose various methods for carrying out mass mobilization work smoothly, empathetically, and reasonably. For example, in the project to upgrade and expand National Highway 1A passing through Quynh Thach commune (Quynh Luu district), key officials in the commune's People's Committee and various organizations worked day and night, going to each house. There were times when they didn't receive the people's agreement, but the way they approached, talked to them, and explained the advantages and disadvantages, as well as the rights and obligations of citizens, helped the people understand and hand over the land.

The grassroots mobilization officials of Dien Chau District Party Committee, while working alongside the government and functional forces to protect the construction of the road section through Hamlet 14, Dien An Commune (Dien Chau), did not hesitate to face difficulties and dangers, closely monitoring extremist elements and their relatives to persuade them not to resist the construction force. The image of small women standing in front of excavators, "embracing" those who were still unclear about the policies and guidelines, further strengthened the people's trust and respect. Similarly, in Vinh City, the city government skillfully applied the correct and complete policies to ensure that people along National Highway 1A received maximum benefits. Comrade Ha Thanh Tinh - Vice Chairman of the Vinh City People's Committee - said: "We truly 'lived and breathed on the road,' going to each household to explain everything logically and emotionally. Even though some households had not received all the compensation money, or only received one-third, they proactively dismantled their property and handed over a clean site to the investor..."

One of the weaknesses and difficulties that the Party and government are deeply concerned about is the work of unity. Many localities, thanks to the smooth implementation of mass mobilization work, have achieved stability in religious unity. For example, in Block 6, Cua Nam Ward, Vinh City, whenever there is a dispute or conflict in the neighborhood, the neighborhood's Mediation Committee meets with each person to advise and negotiate. People respect the reason and compassion of the neighborhood committee and reach a common solution. Mr. Nguyen Ngoc Minh, the neighborhood leader, said: "Every year on Christmas Day, our neighborhood is as joyful as a festival. Both Catholics and non-Catholics consider it their own celebration, thus strengthening the spirit of unity between Catholics and non-Catholics." Regarding land disputes and football field disputes, the commune's Party committee and government have established a working group. On one hand, they encourage people to comply, and on the other hand, they directly communicate with religious leaders to find common ground and resolve the issues peacefully, fairly, and reasonably, in the spirit of respecting the law and citizens' duties...

Mass mobilization work is facing many new demands. Building on the success of "skillful mass mobilization" in recent times, mass mobilization cadres continue to deeply internalize President Ho Chi Minh's views on mass mobilization work, staying close to the grassroots, understanding the thoughts and aspirations of the people to promptly advise Party committees and authorities on solutions. This demonstrates that mass mobilization cadres play a central role, acting as the core creating links between organizations and associations in mobilizing and disseminating information to each member, contributing to the overall progress in building the homeland.
