Party Committee of the Business Sector: 4 targets to be achieved ahead of schedule.

(Baonghean) - Since 2010, while many businesses have had to close down or operate at a reduced capacity, Hoang Thi Loan Textile and Garment Joint Stock Company has maintained stable development.

These results were achieved thanks to the Party Committee of the Company playing a key political role, closely coordinating with the Board of Directors to implement many solutions that contributed to stability and growth in production, ensuring jobs and livelihoods for workers and the rights of shareholders; boldly investing in expanding production capacity, creating confidence and motivation for workers - this was a breakthrough in a period when businesses had to struggle to maintain production.

The company has completed upgrading the capacity of its spinning mill from 44,000 spindles to 78,000 spindles, equivalent to 10,000 tons of yarn per year; separating and establishing a yarn factory comprising 2 OE lines and a parking stage with a production capacity of 300 tons per year, with an investment of nearly 70 billion VND, equivalent to one-third of the cost.

In addition, the company has implemented many solutions to tighten management and effectively carry out cost allocation to its units, launching four campaigns: equipment maintenance and electricity saving; industrial hygiene program; program to raise awareness of responsibility coupled with employee care; and program to improve training quality. As a result, export yarn production has achieved high results in the past two years, with export turnover reaching over 7.5 million USD in 2012 and 5.5 million USD in the first five months of 2013. The garment sector has also seen investment in increasing production capacity by 200% compared to the beginning of the term, reaching 4 million equivalent products per year, and has independently exploited export markets directly to countries such as the US and Germany.

In addition, the Party Committee regularly focuses on political education, closely monitoring the ideological developments of Party members and employees, promptly encouraging exemplary individuals and good deeds, and creating favorable conditions for the activities of mass organizations, fostering a competitive atmosphere in labor and production, and motivating employees to stay committed to the company."

At Hanoi Beer - Nghe An Joint Stock Company, in accordance with the Resolution of the first Party Congress, the Party Committee holds regular monthly meetings. Based on the company's actual production and business situation, the Party Committee issues resolutions outlining specific production and business development directions and focuses on leading the implementation of political tasks for the month. Party members in the Party Committee have demonstrated their roles and responsibilities, setting a good example and successfully completing the professional tasks assigned by the company.

As a result, production and business have grown, employment and living standards for cadres, Party members, and workers have become increasingly stable, and contributions to the state budget have increased year after year. Revenue in 2011 reached 447 billion VND, contributing 127 billion VND to the state budget; in 2012, it reached 670 billion VND, contributing 269 billion VND; and in the first five months of 2013, it reached 284 billion VND, contributing 113 billion VND to the state budget.

It can be said that, in the past half-term, overcoming fundamental difficulties and challenges, 134 enterprises under the Provincial Party Committee of Enterprises have remained stable, and 35% of them have continued to grow. The entire Party Committee of the bloc has achieved 4 out of 6 targets set by the Resolution of the 4th Party Congress of the Bloc, term 2010-2015. These include an average annual growth rate of 12.7% in the past half-term; 90% or more of the workforce having stable employment, with workers' income increasing by at least 10% each year; joint-stock companies achieving or exceeding dividend targets set by the Shareholders' Meeting; and fulfilling all tax obligations to the State as prescribed. The total revenue of businesses in the Group in 2012 increased by 5.6% compared to 2011. In 2011, they contributed 961 billion VND to the provincial budget, accounting for 17% of the province's domestic revenue; in 2012, they contributed 1,021 billion VND to the provincial budget, accounting for 22% of the province's domestic revenue.

Mr. Le Trong Hue, Deputy Secretary of the Party Committee of the Enterprise Bloc, stated: In the context of the general difficulties facing the global and domestic economies, the Party Committee of the Enterprise Bloc has directed grassroots Party organizations to effectively carry out ideological work for workers and find solutions to increase productivity, improve product quality, and reduce costs. The Standing Committee and the Executive Committee of the Party Committee have strengthened their working relationships with grassroots units, especially those facing difficulties or experiencing changes during restructuring, innovation, and ownership transformation, promptly identifying challenges to propose solutions and resolve obstacles for businesses.

Strengthen coordination with the Provincial Enterprise Innovation Board and economic corporations and groups to direct grassroots Party committees to continue innovating, restructuring, and improving the operational efficiency of state-owned enterprises in accordance with Resolution No. 3 of the Central Committee (9th Congress) and the Conclusion of the 6th Plenum of the Central Committee (11th Congress).

Over the past two years, eight state-owned enterprises have been successfully transformed into limited liability companies and privatized. The majority of these enterprises, after restructuring, have achieved improved business performance, increased labor productivity, reduced costs, and higher employee incomes. The management and operational capabilities of the Board of Directors, Board of Trustees, and management team have improved, leading to greater proactiveness and transparency in production and business operations; and the work ethic and sense of ownership among employees regarding the survival and development of the enterprise have also improved.

Over the past half-term, the Party Committee of the Bloc has also strengthened close coordination with the provincial Social Insurance units, the Provincial Labor Federation, and the Nghe An Tax Department in leading and directing businesses to fulfill their social insurance obligations and other policies and regulations for employees; fulfilling their obligations to the state; and incorporating these criteria into the evaluation and ranking criteria for Party organizations…

However, two targets set forth in the Resolution of the 4th Party Congress have not been achieved: 90% of businesses making a profit annually (the highest figure reaching 82.22%) and fully and promptly implementing social insurance, health insurance, unemployment insurance, and other policies and regulations for employees in accordance with state regulations (the highest figure only reached 84.96%); the quality and design of products and goods remain low; the competitiveness of businesses and products is not high, and many businesses have not yet built a brand and reputation in the market; and the labor structure still has many inadequacies, with both surpluses and shortages…

These limitations require even greater efforts from Party committees at all levels in leadership and guidance to work with businesses to overcome difficulties and successfully achieve the goals set forth by the 4th Party Congress of the Enterprise Bloc in the second half of the term.
