The Chairman of the State Duma (Lower House of Parliament) of Russia, Sergey Naryshkin, and the Russian Foreign Minister, Sergey Lavrov, sent their congratulations to the conference.

During the plenary session, on behalf of the delegation of the Communist Party of Vietnam, Mr. Nguyen Tuan Phong delivered a speech that was highly appreciated by the delegates attending the conference. The speech included the following passage: "2015 marks the 70th anniversary of the victory over fascism, celebrated by all progressive forces worldwide. The great victory of the Soviet people and Red Army, along with the people and allied forces around the world, has immense historical significance, saving humanity from the catastrophe of genocide and becoming a solid bulwark of the socialist system in the 20th century. From the lessons of World War II, we have an even greater responsibility to protect world peace. Therefore, opposing war and protecting peace has become the focus of all issues, and more than ever, it has been, is, and will become increasingly urgent for the survival of nations and peoples."

The conference focused on discussing major pressing issues such as climate change and the prospects for energy security; regional conflicts and migration; the fight against terrorism; and the lessons of World War II. Most speakers agreed that, in the face of current global challenges, no single nation or group of nations can cope alone; all progressive forces worldwide need to join hands and unite to address these challenges facing humanity.

At the conference, the delegation of the Communist Party of Vietnam had a private and cordial exchange with Mr. Sergey Mironov, Chairman of the Just Russia Party and Head of the Just Russia Party parliamentary group in the Russian State Duma. On behalf of the delegation of the Communist Party of Vietnam, Mr. Nguyen Tuan Phong warmly congratulated the Russian people on the occasion of the 70th anniversary of Victory Day in the Great Patriotic War; and also congratulated the Just Russia Party on successfully organizing this important international conference.

For his part, Mr. Mironov highly appreciated and valued the participation of the delegation of the Communist Party of Vietnam; warmly congratulated Vietnam on the 40th anniversary of the Liberation of the South and the reunification of the country, and the 70th anniversary of Vietnam's National Day; and praised the heroic struggle of the past and the achievements in building and defending the country today of the Vietnamese people.

He affirmed that the Just Russia Party strongly supports strengthening the comprehensive strategic partnership between Vietnam and the Russian Federation, attaches importance to developing relations with the Communist Party of Vietnam, and considers this an important political basis for further developing the comprehensive strategic partnership between Vietnam and Russia, together with state diplomacy.
