On the afternoon of November 8, the Criminal Police Department of Thanh Hoa Province Police temporarily detained Trinh Duc Hieu (aka Hieu Ho), born in 1988, residing in Thanh Mai Street, Quang Thanh Ward, Thanh Hoa City, Thanh Hoa Province to investigate and clarify the crime of lending at high interest rates in civil transactions.
Previously, through the work of grasping the situation, the Criminal Police Department of Thanh Hoa Provincial Police discovered and established a special project to fight against a group of subjects with the behavior of lending at high interest rates in civil transactions led by Trinh Duc Hieu.
This is a notorious criminal with 4 previous convictions for theft, property destruction, illegal detention and intentional injury.

According to police documents, in 2022, Trinh Duc Hieu was sentenced to 27 months in prison for "Intentionally causing injury" but was granted a deferment of the sentence for medical treatment. During the deferment of the sentence, due to not having a stable job, Hieu lent money at high interest rates in civil transactions and "asked" a number of other criminals to help him collect interest, remind him of interest, collect debts...
With the form of lending with an agreed interest rate of 5,000 VND/million VND/day, from 2022 until his arrest, Hieu lent 3 people a total of 120 million VND, thereby illegally profiting about more than 120 million VND.
The case is currently being investigated and clarified by the Thanh Hoa Provincial Police Department.
