As the ruling party, every party member must respect the State and set an example in complying with the Constitution and laws of the State.

One of the great strategic ideas deeply expressed in President Ho Chi Minh's Testament is the issue of the ruling Party. Before passing away, in his Testament, he did not forget to advise: Our Party is a ruling Party. We must keep our Party truly clean, worthy of being the leader, the truly loyal servant of the people.

The ruling party, expressed in Ho Chi Minh's thought, is the force leading the State and the whole society, responsible to the people for all the guidelines, policies and strategies it has set forth.

Researching the issue of the ruling party in the Testament issued 50 years ago, many scientists believe that, looking at current reality, much of the content still has practical value.

Half a century has passed, but the thoughts that President Ho Chi Minh left in his Testament are still the torch that lights the way for the Vietnamese revolutionary cause.

Colonel, Associate Professor, Dr. Dang Ba Minh - former Head of the Department of History of the Communist Party of Vietnam (Academy of Politics - Ministry of National Defense) said that according to President Ho Chi Minh's viewpoint, the Party is not an organization for officials to get rich. Apart from the interests of the people, the Party has no other interests. The Party is the servant of the people, operating within the framework of the Constitution and the law.

The power that our Party has is entrusted by the people, thanks to the people and of the people. Uncle Ho often reminded the Party organizations and Party members that the Party is in power, not the Party rules. All Party members must respect the State and set an example in complying with the Constitution and the laws of the State.

However, according to Associate Professor Dr. Dang Ba Minh, it is necessary to fully understand President Ho Chi Minh's thought that "Our Party is the ruling Party". As the only ruling Party, the cadres and party members are very likely to develop authoritarianism and arrogance, leading to stagnation in work, loss of internal solidarity, even mistakes, failure to promote and expand democracy, failure to listen to people's feedback, and failure to accept people's criticism.

He always advised and reminded cadres and party members: “We must honestly listen to the opinions of people outside the Party. Cadres and party members must not be arrogant, thinking that they are more talented than everyone else; on the contrary, they must learn good things from everyone.”

“According to Him, the prestige, strength and leadership capacity of the ruling Party depend on the strength and purity of each Party member and each Party organization. Purity is first and foremost demonstrated in the qualifications, ethics and lifestyle of Party members and cadres. The strength of the Party is also demonstrated in the strength of unity and consensus within the Party in terms of viewpoints, political stances, ideology, organizational discipline, practicing democracy within the Party, fighting criticism, self-criticism and close connection with the masses" - Associate Professor, Dr. Dang Ba Minh said.

From the practical process of building and developing the Party, as the founder and trainer of our Party and over 60 years of revolutionary activities, he has drawn and summarized basic theoretical ideas with principles about a clean and strong ruling Party.

He especially emphasized that the important factor of a ruling party that contributed to the victory of the Vietnamese revolution was the unity within the party. He considered this a source of strength, a decisive factor in the existence and development of a ruling party.

For a Party to be clean and strong, one of the basic factors is that the Party must truly and widely practice democracy, because according to Him, "Practicing democracy is the universal key that can solve all difficulties." To practice democracy widely and in substance, the first thing is that thoughts must be free, everyone must be able to express their opinions and views to find the truth and reason. Resolutely fight against formal democracy, extreme democracy, and taking advantage of democracy to destroy solidarity and unity within the Party and among the people.

According to President Ho Chi Minh, self-criticism and criticism; revolutionary ethics are core and necessary issues of a clean and strong ruling Party. He emphasized: “Revolutionary ethics is that no matter what the conditions, Party members must put the interests of the Party above all else. If the interests of the Party and personal interests conflict with each other, then personal interests must absolutely obey the interests of the Party.”

Power corrupts without popular oversight.

Not only playing the role of ruling, the Party is also the servant of the people. Master Nguyen Thi Quyen - Head of the Ho Chi Minh Thought Department (Academy of Politics Region I, Ho Chi Minh National Academy of Politics) said that when cadres and party members are imbued with the spirit of being loyal servants of the people, they will overcome the complacency and the tendency to enjoy themselves of the leaders.

“When becoming the ruling Party, if cadres and Party members are not imbued with revolutionary ethics, do not know how to respect the people, do not know how to listen to the people, do not accept the inspection and supervision of the people, they can easily be corrupted by power” - Ms. Nguyen Thi Quyen emphasized this and said that, by fulfilling well the role of a leader, a truly loyal servant of the people, the Party will avoid two trends that negatively affect its leadership role, which are the tendency to despise the masses and the tendency to follow the masses.

Currently, the comprehensive national renovation, under the leadership of the Party, has achieved great and historic achievements, creating important premises and foundations for our country to continue to innovate and develop strongly in the following years. However, besides the achieved results, our country is still facing many great challenges, intertwined, interacting and evolving in a complex manner.

The state of degradation in political ideology, morality, lifestyle, manifestations of “self-evolution” and “self-transformation” in a number of cadres, party members, civil servants, and public employees, bureaucracy, corruption, and waste are developing complicatedly. The trust of cadres, party members, and people in the Party and the regime has been reduced.

Faced with favorable but also difficult and challenging conditions for the Party's leadership, President Ho Chi Minh's instructions on the ruling Party in his Testament need to be promoted more than ever. The Party must constantly "renew itself" and "rectify itself" to improve its leadership capacity and fighting strength. Continue to innovate and perfect the Party's leadership methods towards the State, promote the effectiveness and efficiency of State management. Party members and cadres must not only improve their academic qualifications, professional expertise and working capacity, but also regularly cultivate and practice revolutionary ethics, otherwise they will become outdated and be eliminated.

Ms. Nguyen Thi Quyen emphasized: "To learn and follow Him, each cadre and party member must place themselves in the organization, in the collective, and must respect principles, laws, and discipline"./.
