Speaking at the Conference, comrade Phan Dinh Trac emphasized: At this time, the review work in the spirit of Resolution 4 of the Central Committee is taking place urgently at all levels, sectors and localities. The Party Committee of the Provincial Military Command is one of the units that needs to carry out serious and exemplary self-criticism and criticism. He also requested that the Party Committee, during the review process, thoroughly grasp the principles of self-criticism and criticism, in which self-criticism must be sincere, serious, frank, criticism must be appropriate, combative and constructive, avoiding being superficial and general.
The review must adhere to the three contents stated in Resolution 4 of the Central Committee, in which the causes and responsibilities of the leadership and individuals must be clarified. If there are serious violations that are not voluntarily criticized, they must be seriously handled. With the spirit of frankness, responsibility, receptiveness, democracy and openness, looking straight at the truth, not avoiding or being considerate, to recognize the advantages and disadvantages, on that basis, proposing policies and solutions to overcome them in the coming time.
At the Conference, the Party Committee of the Provincial Military Command conducted a self-criticism and criticism review to ensure honesty, constructiveness and acceptance of all three contents mentioned in the Resolution of the 4th Central Committee (11th Term). Through the review, it was shown that the Party Committee of the Provincial Military Command has promoted the spirit of creativity, daring to think, daring to do of the cadres and party members, focused on leadership, direction, innovation to improve the quality of political education at the grassroots level, promptly oriented ideology and public opinion on sensitive and urgent issues. Directed the Party Committees, grassroots Party cells and professional agencies to grasp and strictly manage the internal political situation, fight against "Peaceful evolution", the plot of "depoliticizing the army" and activities that take advantage of religion to cause loss of vigilance, ideological degradation and moral quality of cadres and party members.
Colonel Bui Hoai Thanh - Political Commissar of the Provincial Military Command read the self-criticism and criticism report of the Provincial Military Party Committee.
The review also showed that some cadres did not have specific opinions, did not dare to fight, did not dare to take responsibility, and had low performance in completing tasks, affecting the overall development of the unit. Specifically, in 2010, the Party Committee of the Provincial Military Command disciplined 10 cases, in 2011 disciplined 17 cases and in 2012 disciplined 2 cases. During the review process, the Party Committee of the Provincial Military Command fully accepted and explained the contributions of relevant groups and individuals in a spirit of openness, frankness, honesty, without covering up, avoiding, or concealing shortcomings, thus creating high consensus among Party committees, authorities, departments, unions at all levels and people in the area.
