Screening out weak party members

In the first quarter, the Party committees and grassroots Party cells closely coordinated with the leadership of agencies and units to well implement the political tasks of the issued programs and plans.

Actively implementing key tasks on strengthening management and administration innovation, building a dynamic and friendly government; accelerating the implementation of the administrative reform year; focusing on anti-corruption, anti-waste, and thrift practice; reporting the results of declaration, publicity, and transparency of assets and income of cadres, civil servants, and public employees in accordance with regulations.

The work of inspection, supervision, review, enforcement of party discipline, and settlement of complaints and denunciations has been seriously carried out by Party committees at all levels. From there, Party committees have been directed to discipline and suspend party activities for many violations.

In the first quarter, the Party Committee's Inspection Commission directed Party Committees to discipline 5 Party members.at the Vinh Medical University Party Committee, Market Management Department, Department of Health, Party cell of the Provincial Party Committee's Mass Mobilization Commission.

Violations of population and family planning policies (4 party members); violations of discipline, administrative discipline, and working regulations of the agency (1 party member).

Issued a decision to suspend party activities for 2 party members at Market Management Team No. 8 Party Cell under the Party Committee of Nghe An Market Management Department.

Strengthen inspection and supervision

Continuing to carry out tasks and programs in the second quarter, comrade Hoang Van Nhien emphasized improving the effectiveness of implementing Directive 28-CT/TW dated January 21, 2019 of the Central Executive Committee on improving the quality of Party membership admission and reviewing, screening, and removing unqualified Party members from the Party.

Gradually create a profound change in the awareness of Party committees, Party organizations, cadres and Party members in building a contingent of Party members who are truly pioneers, exemplary, and have steadfast political will in the face of all difficulties and challenges.

However, it is necessary to avoid perfectionism, haste and taking advantage of the implementation of the Directive to remove Party members with the spirit of fighting against negativity and corruption from the Party.

In the second quarter, it is necessary to seriously carry out inspection and supervision work according to the inspection and supervision program of the Standing Committee and the Inspection Committee of the Party Committee of the Bloc. Accordingly, it is necessary to inspect the implementation of Decree No. 61/2018/ND-CP dated April 23, 2018 of the Government on implementing the one-stop, one-stop mechanism in handling administrative procedures; inspect the implementation of inspection, supervision and discipline enforcement tasks in the Party; inspect the Party's financial work, collection, payment and management of Party fees at some grassroots units.

Continue to implement Project 01-DA/TU of the Provincial Party Standing Committee on building Party cells and Party organizations in blocks, hamlets and villages without Party cells or Party members for the period 2016 - 2020.

On the same afternoon, the Standing Committee of the Provincial Agencies Party Committee continued to hold a conference to review Party building work in the first quarter of 2019 with Party committees of grassroots party organizations in cluster 2. Comrade Chu Ba Long - Deputy Secretary of the Provincial Agencies Party Committee chaired the conference.

Through the working session and exchange of opinions with the Party Committees of the grassroots organizations in Cluster 2, Deputy Secretary of the Party Committee of the Bloc Chu Ba Long acknowledged the efforts of the grassroots organizations in closely following the important tasks of the province such as well organizing activities to celebrate the Party, celebrate Spring, social security work for the poor during the Lunar New Year; preparing the content of the 5-year review of the implementation of Resolution 26 of the Politburo (11th tenure) "On the direction and tasks for the development of Nghe An province until 2020"; well organizing the meeting with investors in the Spring of the Year of the Pig 2019 and the tasks after the conference.

In the coming time, he noted that grassroots Party committees need to strengthen and improve the quality and effectiveness of Party committee, cell and Party committee activities; develop plans to organize news information and thematic activities; pay attention to performing well the work of cadres and protecting internal politics; promote the implementation of Resolution 6 of the 12th Party Central Committee (term XII), lead grassroots Party committees to develop projects and carry out the work of perfecting and rearranging the organization and apparatus in a streamlined and appropriate direction, ensuring effectiveness and efficiency.
