Provincial Party Committee of State Agencies: Reorganizing grassroots party organizations.
In accordance with Decision No. 2391-QD/TU of the Provincial Party Standing Committee and Guidance No. 15 of the Provincial Party Organization Committee on "Implementing the plan for reorganizing grassroots Party organizations," the Standing Committee of the Party Committee of the Provincial Agencies Bloc has developed and implemented a plan. Simultaneously, it has focused on directing the merged and transferred units, reviewing and supplementing Party member records; and coordinating with departments and agencies with merged units to plan personnel for the 2010-2015 term.

To date, the Party Committee of the Bloc has received 21 grassroots Party organizations transferred from the Vinh City Party Committee, including: 3 grassroots Party committees (North Central Vietnam Institute of Agricultural Science and Technology, North Central Vietnam Forestry Survey and Planning Sub-Institute, Vinh Medical University) and 18 Party branches transferred to grassroots Party committees; and has directed the merger of 14 grassroots Party organizations within the Bloc's Party Committee into grassroots Party committees.
Following the merger and transfer of grassroots party organizations, the Party Committee of the Provincial Agencies Bloc has 59 subordinate party committees and branches with 3,812 party members.
