(Baonghean) - In recent years of implementing the National Target Program on New Rural Development, Vinh City has achieved many outstanding results. In addition to the joint efforts of all classes of people, the Party Committees at all levels in 9 suburban communes play an important role in this achievement.

In Vinh City, the construction of new rural areas (NTM) has been identified by the Party Committees and authorities of 9 suburban communes as one of the important political tasks throughout. Since January 2011, the City People's Committee has issued Decision No. 81/QD-UBND on implementing the National Target Program on NTM construction in conjunction with the suburban agricultural development project, period 2011 - 2020. With the goal that by 2015, Vinh City will have 6 communes meeting NTM standards and by 2018, all 9 communes of the city must complete the National Target Program on New Rural Construction. Therefore, in each period, the City Party Committee has assigned specific tasks to each commune and the Party Committees of 9 communes have developed a specialized Resolution "Focusing the Party's leadership on NTM construction". Party committees assign party cells and organizations to specifically implement the resolution, review unmet criteria to focus on mobilizing people to implement.

In 2011, when Nghi Lien commune entered the new rural construction stage, it still had 6 criteria. The commune Party Committee focused on leading and mobilizing the entire political system to participate. Many specialized resolutions were issued and assigned to each organization and mass organization to implement. Propaganda work was promoted to make each cadre, party member and people understand the policy of building new rural areas. Comrade Le Van Phuong, Deputy Secretary of the Party Committee and Chairman of the Commune People's Committee, said: "To implement the criteria for building new rural areas, the commune Party Committee directed the Commune People's Committee to develop a roadmap with solutions and assign specific tasks to each cadre and party member responsible for taking the lead in implementing related tasks. The whole commune mobilized internal resources to reach nearly 29 billion VND, of which people contributed 35,500 working days and donated 5,500 square meters of land." Thanks to that, by June 2014, Nghi Lien was the first commune of Vinh City to complete 19 national criteria for building new rural areas.

With the motto "Cadres and party members start working first so that people can learn and follow", more than 5,000 party members of 9 suburban communes have set an example and taken the lead in implementing the criteria for building new rural areas. Especially in clearing land, donating land for road construction, and contributing working days to build infrastructure works. After 5 years of implementing the new rural construction program, the city's people have contributed 160 billion VND, more than 69,000 working days and donated nearly 45,000 square meters of land to expand roads, build canal systems, irrigation and cultural facilities. Thanks to the good leadership role of the Party and the exemplary implementation of party members, many communes have promoted their sense of responsibility for the development of their homeland, voluntarily donated hundreds of square meters of land, dismantled fences, civil works, and contributed money and labor to build new rural areas.

Through the discussion, comrade Tran Anh Tan, Deputy Secretary of the Party Committee, Chairman of the People's Committee of Hung Dong commune affirmed: "In every meeting of the grassroots Party cells, the criteria of the new rural construction program always become the main content for discussion, in order to find solutions suitable to the characteristics of the locality to lead the people to effectively implement. Thanks to clearly defining the leadership role of the Party Committee and promoting the strength of the people in building the new rural area, after 4 years of implementation, Hung Dong mobilized people to contribute 28.5 billion VND, donated 7,524m2 of land to build traffic works, irrigation works, and cultural houses". With those efforts, Hung Dong became 1 of 3 communes reaching the new rural area in 2014.

By promoting the responsibility of party members and the role of the people as the main subject, 9 suburban communes of Vinh City have strived to shorten the time to complete the new rural construction target ahead of schedule. New rural construction activities have had a positive impact on improving the economic, cultural and social life of the communes, keeping up with the urbanization speed of inner-city wards. A typical example is Hung Loc commune, although starting in 2011, the commune had 10 criteria that had not been met; but after 4 years of implementation, 19 new rural construction criteria were completed by the Party Committee, government and people of the commune 1 year ahead of schedule.

From the change in thinking and working style of all cadres, party members and people of the suburban communes. Currently, the Party Committee and the Vinh City government are focusing on directing and promoting the movement to build new rural areas in the remaining 6 communes, including: Hung Hoa, Nghi Kim, Nghi Phu, Hung Chinh, Nghi An and Nghi Duc; currently, 3 communes, Hung Chinh, Hung Hoa and Nghi Phu, have basically completed 19 criteria and are being reviewed to propose the province to recognize them in 2015; the other communes have achieved from 14 to 17 criteria.

By promoting the combined strength of the whole society, creating high consensus among cadres, party members and people, suburban communes accelerate the progress of building new rural areas, actively contributing with the party committee and people of the whole city, building Vinh City to develop comprehensively and sustainably, becoming the economic and social center of the North Central region.
