Party members are not allowed to acquire citizenship or transfer assets abroad in violation of regulations.
One of the new points of the 19 things that party members are not allowed to do is: Obtaining citizenship, transferring money and assets abroad, opening accounts and buying and selling assets abroad against regulations.
General Secretary Nguyen Phu Trong has just signed Regulation 37 of the Central Executive Committee on the following provisions:party membermust not do. Accordingly, the Central Executive Committee stipulates 19 things that party members must not do.
Do not refute, deny or distort Marxism-Leninism.
The first thing is that party members are not allowed to: Speak, write, act against or not implement the Political Platform, Party Charter; resolutions, directives, conclusions, regulations, statutes, and decisions of the Party; do things that are not permitted by law.
The next thing that Party members are not allowed to do is: Not complying with the principles of organization and operation of the Party; self-nominating, accepting nominations and nominating positions of state organizations, the Fatherland Front, socio-political organizations, and mass organizations assigned tasks by the Party and the State without permission from the competent Party organization.

Party members are not allowed to refute, deny, or distort Marxism-Leninism and Ho Chi Minh's thought; not to fulfill their responsibilities as role models; to be individualistic, opportunistic, and self-serving; to be "term-based thinking", to be united in the same direction, to be formalistic in democracy; to not defend what is right, to not fight what is wrong; to be authoritarian, to transfer power, to be bureaucratic, and to be distant from the masses.
In addition, Party members are not allowed to provide, disclose, lose or write articles or post secret information or documents of the Party and the State or matters that have not been permitted to be published; store, propagate, disseminate or incite others to propagate or disseminate information or documents in any form to disseminate information or viewpoints contrary to the Party's guidelines and policies and the State's laws.
Party members are also not allowed to write articles or provide documents for others to write, speak, or publish false news or articles, and are not allowed to post feedback or corrections according to regulations.
Party members shall not compose, produce, store, or distribute literary and artistic works that are unhealthy, contrary to Vietnamese customs and traditions, or that are provocative and have a negative influence on society; or distribute articles, speeches, interviews, memoirs, films, or photos that are not in accordance with regulations.
In addition, party members are not allowed to make denunciations with fabricated content; write or sign denunciations with others; write anonymous denunciations or false accusations; send or distribute complaints or denunciations in any form to places that do not have the authority to resolve them.
Party members are not allowed to: Threaten, suppress, or retaliate against complainants and denouncers; fail to comply with Party regulations and laws on the protection of whistleblowers, critics, and contributors; incite, incite, bribe, or coerce others to make complaints and denunciations.
Party members are not allowed to organize or participate in organizations or associations that violate Party regulations and State laws; demonstrate or gather in large numbers, causing disorder and insecurity.
The regulation also clearly states that party members are not allowed to organize, incite, or participate in factional or local activities that cause internal disunity. They are not allowed to take advantage of reflecting and contributing opinions to the Party and the State to attack, slander, insult, make arbitrary comments and assessments of organizations and individuals.
Do not interfere with wife and children traveling, studying, or receiving medical treatment with financial support
Party members are not allowed to report, create records, declare their personal history, declare assets and income dishonestly; use fake or illegal diplomas, certificates and certifications. Among the new points, party members are not allowed to obtain citizenship, transfer money or assets abroad, open accounts and buy and sell assets abroad in violation of regulations.
The regulation also requires that Party members are not allowed to preside over or advise on the issuance of documents with contents contrary to Party regulations and State laws; or to improperly implement regulations on investment management, construction, use of houses, land, resources, finance, and assets of the Party and State.
In addition, the Central Committee also stipulates that Party members must not violate public ethics, cover up, or report false information when performing their duties; lack responsibility to allow disunity, corruption, waste, negativity, and other violations to occur in agencies, units, localities, or individuals under their direct management. These include: Not reporting or handling acts of corruption, waste, or negativity; interfering with, influencing, or allowing one's spouse, children, parents, siblings, spouses, and others to take advantage of one's position and work position for personal gain.
Notably, this regulation has a new addition: Party membersDo not take advantage of the "policy of encouraging and protecting dynamic and creative cadres for the common good"to carry out or cover up acts of profiteering, corruption, negativity, violations of Party regulations and State laws.
Another thing that Party members are not allowed to do is to engage in acts of seeking positions, seeking power, covering up, assisting, intervening, or influencing in any form organizations or individuals so that they or others can be accepted, recruited, planned, transferred, appointed, nominated, run for election, rewarded, awarded titles, sent to school, or sent abroad, or implement personnel policies and regimes contrary to regulations.
In addition, Party members are not allowed to interfere with or influence the activities of inspection, supervision, auditing, investigation, prosecution, trial, execution of sentences, amnesty, and settlement of complaints and denunciations to cover up or assist in violations of Party regulations and State laws. Influence, coerce, or bribe organizations or individuals to reduce the responsibility or punishment of others.
Acts of embezzlement, giving, receiving, brokering bribes or taking advantage of one's position to broker or bribe in any form; organizing, participating in or facilitating money laundering, borrowing and lending in violation of the law are also among the 19 things that party members are not allowed to do.
Party members are not allowed to give or receive gifts in any form to influence organizations or responsible people, leading to wrong decisions that benefit themselves or individuals, organizations, agencies, or businesses.
Not practicing thrift, allowing loss and waste in the management and use of public finance and assets; purchasing, managing and using public assets against regulations are also things that party members are not allowed to do.
The Central Committee also does not allow Party members to intervene or influence their spouses, children, parents, siblings, in-laws, themselves, or others to travel, study, or receive medical treatment using funding from organizations and individuals related to the industry or field under their supervision or management.
Not allowed to live with other people as husband and wife
Organizing or participating in gambling in any form; using drugs; using alcohol improperly or to the point of debauchery and other social evils are also things that party members are not allowed to do.
Party members are not allowed to organize weddings, funerals and other personal or family events that are lavish, wasteful or for profit.
In addition, party members must not be indifferent or apathetic to wrongdoings in society; commit acts of domestic violence; violate population policies; live with others as husband and wife; or violate regulations on marriage with foreigners.
Party members are not allowed to be superstitious or engage in superstitious activities; support or participate in illegal religions or take advantage of religious activities for personal gain.
The Central Executive Committee assigns the Central Inspection Commission to guide the implementation of this Regulation and assist the Central Executive Committee, the Politburo, and the Secretariat in inspecting and supervising the implementation.
Party members who violate this regulation must be strictly, accurately and promptly handled according to Party regulations and State laws. This regulation replaces Regulation No. 47 dated November 1, 2011 of the 11th Central Executive Committee.
