According to Instruction No. 02-HD/UBKTTW, party members must not waver, be skeptical, or support distorted perceptions or erroneous viewpoints.

The Central Inspection Commission has just issued Instruction No. 02-HD/UBKTTW, dated November 29, 2021, guiding the implementation of the Regulation on things that Party members are not allowed to do.

Previously, on behalf of the Central Executive Committee, General Secretary Nguyen Phu Trong signed Regulation No. 37-QD/TW dated October 25, 2021 on things that Party members are not allowed to do, in order to strengthen Party discipline and maintain political qualities, revolutionary ethics, pioneering and exemplary role of Party members, and improve the leadership capacity and fighting strength of the Party organization. The regulation clearly states 19 things that Party members are not allowed to do. Regulation 37 replaces Regulation No. 47-QD/TW dated November 1, 2011 of the 11th Central Executive Committee on things that Party members are not allowed to do.

In Instruction No. 02, the Inspection Committee specifically and in detail states what party members are not allowed to do.

Party members must not waver, be skeptical, or demand the implementation of "separation of powers" and "civil society".

A completely new content in Regulation 37 compared to Regulation 47 clearly states: Party members are not allowed to refute, deny, or distort Marxism-Leninism and Ho Chi Minh's thought; not fulfill their responsibilities as role models; individualism, opportunism, and self-interest; "term thinking", solidarity in the same direction, formal democracy, not defending what is right, not fighting what is wrong; authoritarianism, dictatorship, bureaucracy, and being distant from the masses.

According to Instruction No. 02, these contents are understood to mean that party members are not allowed to do:

Refuting, denying, and distorting Marxism-Leninism, Ho Chi Minh's thought, the Party's platform, policies, guidelines, resolutions, directives, regulations, statutes, decisions, and conclusions. Fading revolutionary ideals, wavering and being skeptical; following distorted perceptions and wrong viewpoints, demanding the implementation of "separation of powers", "civil society", "pluralism and multi-party system", demanding "depoliticization of the armed forces"...; reducing faith in the goals of national independence and socialism;

Not implementing or not strictly and fully implementing the exemplary responsibility according to the Party's regulations. Monopolizing power, using the collective name to impose and legitimize wrong decisions of individuals. Opportunistic, self-serving, putting personal interests above the collective interests. Pursuing immediate, short-term goals to reap benefits for oneself, family, and interest groups while ignoring the long-term goals and interests of the collective, community, and country;

Uniting in the same direction, being respectful, avoiding, afraid of collision, remaining silent, not fighting or agreeing with wrong and distorted opinions and views; covering up and concealing violations and shortcomings of oneself, others or the organization; not protecting positive factors, dynamic, creative cadres who dare to think and act for the common good;

Authoritarian, authoritarian, undemocratic, not respecting collective opinions. Bureaucratic, out of touch with reality, not closely following work, not having a firm grasp of the situation in the agency, organization, locality, or unit. Not being close to, respecting, or listening to the opinions of colleagues at the agency, unit, or the masses; not maintaining contact with the Party organization and the people where they reside.

Party members are not allowed to accept bribes, give bribes, or broker bribes in any form.

Regarding the regulation that Party members are not allowed to embezzle, give, receive, broker bribes or take advantage of their working positions to broker or bribe in any form; organize, participate in or facilitate money laundering, borrowing, or lending in violation of the law, Instruction 02 clearly states: Party members are not allowed to appropriate assets of the Party, the State, socio-political organizations, and economic organizations that they are assigned to be in charge of or manage;

It is forbidden to accept, offer or broker bribes in any form; to assist, cover up or tolerate the giving, receiving or brokering of bribes; to suggest or require organizations or individuals to pay extra fees in handling administrative procedures and public services.

In particular, it is not allowed to organize, participate in or facilitate the conversion of profits or other assets obtained from illegal acts into money and assets of legal origin; It is not allowed to organize or participate in capital mobilization, assets and lending in violation of the law.

Strictly handle party members who violate regulations

Regarding implementation, the Central Inspection Committee requests leadership and direction in researching, thoroughly understanding and implementing the Regulations of the Central Executive Committee and the Guidelines of the Central Inspection Committee on things that Party members are not allowed to do; Regularly urge, inspect and supervise lower-level Party organizations and Party members to strictly comply with the Regulations and periodically report implementation results (annual summary, 5-year summary) to the Party Committee and Inspection Committee of the higher-level Party Committee.

Party members are responsible for exemplary compliance with Party regulations, State laws and Regulations and Guidelines on what Party members are not allowed to do. For content not yet guided in this Regulation, implementation shall be based on the Central's regulations. Party members who violate the Regulations on what Party members are not allowed to do must be strictly handled according to Party regulations and State laws. This Guideline is disseminated to Party cells and takes effect from the date of signing November 29, 2021./.
