Considering the qualifications of National Assembly delegate of Ms. Phan Thi My Thanh

The competent authorities in charge of personnel management are reviewing Ms. Thanh's qualifications as a National Assembly delegate and will report to the National Assembly, the Secretary General of the National Assembly said.

This afternoon, October 20, Secretary General of the National Assembly Nguyen Hanh Phuc chaired an international press conference on the agenda of the 4th session of the 13th National Assembly. The session will open on October 23 and is expected to close on November 25.

* Tuoi Tre: The Central Inspection Committee has disciplined Ms. Phan Thi My Thanh - Deputy Secretary of Dong Nai Provincial Party Committee with a warning for seriously violating the Law on Anti-Corruption and things that party members are not allowed to do.

Recently, some voters in Dong Nai province raised the issue that Ms. Phan Thi My Thanh is no longer qualified to be a National Assembly delegate. Could you please give your opinion on this matter, Secretary General?

It is true that Ms. Thanh was disciplined with a warning by the Central Inspection Committee, and Ms. Thanh is currently the head of the National Assembly delegation of Dong Nai province.

Regarding Ms. Thanh's status as a National Assembly delegate, the authorities are considering specific issues and will report to the National Assembly later.

* Thanh Nien: Please clarify whether the National Assembly agencies are in the process of reviewing the qualifications of Ms. Phan Thi My Thanh as a National Assembly delegate or not?

I have made it clear that the relevant agencies are looking into this, that is the agencies with authority to manage cadres.

* Tuoi Tre: Recent meetings of the National Assembly Standing Committee have contained many contents that restrict the press, for example, the work of preventing and combating corruption in 2017, which is a content that must be made public by law.Could the Secretary-General assess the effectiveness of this press restriction?

The Standing Committee of the National Assembly is the permanent body of the National Assembly, preparing the contents to be presented to the National Assembly. These contents need to be discussed in depth, discussed carefully, raised and put down, before being presented to the National Assembly.

Therefore, we are cautious in informing about issues that are under initial consideration and discussion.

Article 2 of the Regulations stipulates that the press has the right to attend meetings of the National Assembly Standing Committee, but that right is only when invited. The Press Law also stipulates that for documents submitted for the first time, the submitting and reviewing agency may not invite the press. Therefore, we can only select a number of appropriate press agencies.

When those projects are presented to the National Assembly, they are made public. Recently, there has been some confusion about the regulations on publicity in the activities of the National Assembly and the activities of the National Assembly Standing Committee.

Personnel decisions

According to the agenda of the 4th session, the National Assembly is expected to consider and decide on senior leadership personnel for the positions of Minister of Transport and Government Inspector General.

The National Assembly will also discuss the feasibility study report on the land acquisition, compensation, support and resettlement project for Long Thanh International Airport; and the investment policy for the construction of some expressway sections on the eastern North-South route.

This session will also have 3 days of questions and Prime Minister Nguyen Xuan Phuc will answer questions directly.

The supreme supervision content of this session is on the implementation of policies and laws on reforming the state administrative apparatus in the 2011-2016 period.
